Job Description

Purpose of the Position

To lead and manage ASLO’s Program Management Unit (PMU), ensuring effective planning, implementation, monitoring, and reporting of projects and programs in accordance with organizational and donor standards.

Key Responsibilities

  1. Program Leadership & Oversight:
    • Lead the overall planning, implementation, and management of ASLO programs.
    • Ensure all programs align with ASLO’s strategic objectives, policies, and donor requirements.
    • Provide technical guidance and supervision to program managers and field staff.
  2. Monitoring & Reporting:
    • Oversee program monitoring systems to track progress, outputs, outcomes, and impacts.
    • Ensure timely preparation of technical, programmatic, and financial reports for internal and donor use.
  3. Proposal & Project Development:
    • Support program teams in proposal development, concept notes, and donor submissions.
    • Ensure new projects are designed according to donor guidelines, best practices, and organizational standards.
  4. Capacity Building & Team Management:
    • Mentor and develop program staff to strengthen their management and technical capacities.
    • Promote a culture of accountability, learning, and quality within the PMU.
  5. Coordination & Representation:
    • Coordinate with donors, government authorities, and partner organizations.
    • Represent ASLO in program-related meetings, networks, and forums.
  6. Quality Assurance & Compliance:
    • Ensure program activities comply with organizational policies, donor requirements, and national regulations.
    • Implement quality control measures to maintain high standards in program delivery.

Job Requirements

  • Master’s or PhD in Public Administration, Project Management, Social Sciences, Development Studies, or related field.
  • Minimum 10 years of experience in program management with NGOs, INGOs, or government institutions.
  • Strong knowledge of donor reporting requirements and project management standards.

Skills & Competencies

  • Excellent leadership, planning, and organizational skills.
  • Strong analytical and problem-solving abilities.
  • Ability to manage multiple projects simultaneously.
  • Proficient in project management tools and software.
  • Excellent communication, coordination, and negotiation skills.

Language Requirements

  • Advanced English, Dari, and/or Pashto (spoken and written).
