Hassel Microfinance Institution is a wholly owned subsidiary of the Agriculture Development Fund. Hassel is a standalone financial institution that provides microfinancing to the entire agriculture value chain. Hassel was established in November 2024 and received an operational license from the Central Bank of Afghanistan (DAB). Hassel is a national microfinance institution exclusively supporting agricultural and livestock businesses. Through Shariah-compliant financing products, Hassel provides accessible financial services designed for the agricultural sector, empowering both male and female clients to enhance productivity and sustainability. Job Description

Board of Supervisors Member Duties and Responsibilities

  1. Convene and set the agenda for each meeting of the General Assembly of Shareholders.
  2. Approve HASSEL’s by laws, policies, procedures, rules, organizational structure, and guidelines for the fulfillment of HASSEL’s financial, operational, and executive activities.
  3. Appoint, dismiss, and determine the compensation of the members of the Board of Management and other staff.
  4. Oversee the performance of the HASSEL Board of Management and other independent departments and provide necessary guidance and recommendations.
  5. Approve the HASSEL’s business strategy and annual budget.
  6. Ensure the establishment and functionality of internal controls and risk management and adherence to laws and regulations and ensure adequacy of such measures within the HASSEL.
  7. Ensure the integrity of the HASSEL’s financial reporting, including financial reporting to DAB.
  8. Ensure that an appropriate Internal Audit function is established.
  9. Make recommendations to the General Assembly of Shareholders on matters requiring their approval.
  10. Propose the appointment of the external auditor and ensure that the auditor ‘s report accurately reflects the financial statements.
  11. Oversee the execution of HASSEL’s annual external audit, ensuring the auditor’s report accurately reflects the financial statements.
  12. Address matters within the Board of Supervisors’ purview as defined by the HASSEL’s Articles of Association.
  13. Hold ultimate responsibility and accountability to all stakeholders, including the General Assembly of Shareholders, other stakeholders, and DAB
  14. Establish Internal Audit Committees and appoint members with their power and duties.

Job Requirements
