Job Description

Position Description:

On behalf of Afghanistan National WASH Cluster, and in support of the regional governmental authority, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by partners in the Sub-national WASH Cluster-also referred to as Regional WASH cluster.

Responsibilities:

  • The post holder has joint responsibility with the Cluster Lead Agency (UNICEF) and in collaboration with the Country Co-Coordination agency (DACAAR), and all cluster partners at the national and sub-national level for the efficient management and functioning of the Subnational WASH Cluster encompassing the following:
  • Contribute to all cluster core functions in close collaboration with the national WASH Cluster via weekly updates to be sent to the national coordination team (Coordinator, CoCoordinator and Information Manager (IM)).
  • Review and approve within 48hrs the WASH Cluster Core Pipeline Request (CRP) for supplies and share information on availability and use of WASH core pipeline supplies including WASH supplies management procedures.
  • Participate and facilitate joint needs assessments and monitoring missions to prioritize needs in the region, as required or requested, and monitor AHF WASH projects in coordination with OCHA regional focal points.
  • Respond to the WASH Cluster participants' needs for information, provide information including requirements to become WASH cluster member to new partners expressing interest to join WASH cluster membership, for AHF eligibility; confirm to national cluster partner's WASH capacity, and provide briefings to new partner(s) promoting understanding of cluster approach.
  • Maintain and facilitate monthly reporting to WASH Cluster IM from Cluster participants through ReportHub platform and cluster partners presence and response capacities reporting.
  • Work with the WASH Cluster IM to produce Regional and/or Provincial Info Material (Snapshots, Dashboards, Maps etc.). as well as support the WASH Cluster IM on information database that consolidate, analyze and report/disseminate information critical to decision making.
  • Facilitate regular sub-national coordination meetings (at least once per month or adhoc and potentially down to the provincial level) to share information, forge common strategic positions and directions with partners based on evolving humanitarian landscape ensuring flow of information at National level
  • Facilitate implementation of WASH Cluster standards and guidelines, including alignment with policies from Ministry of Rural Rehabilitation and Development (MRRD/PRRDs) and other WASH-related counterparts.
  • Support and promote gender and protection cross cutting issues including promotion of the use of WASH GBV checklist, AAP perception indicators, disability inclusion checklist etc., fostering linkages with relevant clusters and working groups.
  • Support national WASH Cluster by ensuring partners participate and contribute towards annual WASH cluster performance monitoring through Cluster Coordination and Performance Monitoring (CCPM).
  • In AWD/Cholera emergency situation: support the establishment of a multi-sectorial taskforce to coordinate response and operationalize response plan, follow up and erasure timely sharing of information including line listing, hot spots, surveillance and epidemiological reports among others.
  • Follow up at regional and provincial level on complaints or feedback as received from AWAAZ.
  • Manage flow of information and dissemination of the same in an appropriate way in consultation with IM, including directing partners to take advantage of and make appropriate use of information available in the Afghanistan WASH Cluster website.
  • Work with the OCHA regional focal point persons and inter-cluster group(s) to develop appropriate supportive strategies.
  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel.
  • Any other tasks given by the supervisor.

Job Requirements

Education: Bachelor of Civil Engineering, master’s degree is preferred

Experience: The candidate must have minimum of 5 years of proven experience in WASH projects and 2 years in a humanitarian context, cluster experience is preferred
