Rural Rehabilitation Association for Afghanistan (RRAA) established in 1990 and registered with the Ministry of Economy of Afghanistan under registration number 50 as a non-profit, non-governmental, and non-political organization based in Kabul, Afghanistan. RRAA is a member of ACBAR and AHF/OCHA and delivers humanitarian and development services through four regional offices in the North, Central, East, and West. RRAA operates in the sectors of Rural livelihoods, local Governance, WASH, Humanitarian Emergency Response.
Job Description
The Site Engineer for Cash for Work (CFW) projects manage daily technical, safety, and operational activities on-site, ensuring quality construction and rehabilitation while optimizing community labor. They develop technical documentation (BoQs, drawings), supervise skilled/unskilled workers, ensure adherence to safety standards, and coordinate with community members to meet project deadlines.
Roles and Responsibilities:
- Establish close coordination with community elders, line departments and other project stakeholders to facilitate CFW and other livelihood interventions.
- Develop appropriate work plan and oversee progress of the field activities.
- Design and develop CFW technical paperwork such as BoQ, drawings, work plan, estimation, and payments.
- Make sure about the quality of the cash for work projects and report any issue/ discrepancies on time the project manager.
- Take part in assessment of CFW labors for the identified and targeted projects based on the developed criteria.
- Conduct training about water management to farmers association.
- Deliver CFW safety training to the participants, before and during the project implementation.
- Conduct assessment for CFW site, skilled and unskilled labours in the targeted communities.
- Conduct regular Meetings with project stakeholders such as district governor, CDCs, extension officers and other relevant bodies for smooth project implementation.
- Conduct project site visit and ensure about the quality and progress of activities.
- Any other task assigned by project Manager
Job Requirements
- Bachelor’s degree in hydraulic, irrigation, civil engineering or similar studies
- Two to three years proven experience of cash for work and livelihoods related interventions
- Strong communication skills to interact with external stakeholders at the field level
- Technical competency
- Good computer literacy
- Ability to speak English plus both local languages
- Good report writing skills
- Experience of working with NGO/INGO is an asset
- Good experience of working in rural communities
