War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. These children and youth might include street children, child headed households, children conscripted into armed groups, unaccompanied minors, youth returnees and refugees, and children who have been put in Juvenile Rehabilitation Center and, the children and youth impacted by the climate induced disasters. Our mission is to protect, educate and stand up for the rights of children and youth caught up in conflict, poverty, and exclusion. Job Description
Job Purpose
The Internal Control and Compliance Coordinator is responsible for assessing, monitoring, and mitigating both internal and external risks across the FCDO Project. To ensure robust internal audit, compliance, and risk management systems across War Child UK and its implementing partners (WASSA, AWEC, AWUDO, and RSDO), by conducting on-going compliance reviews, strengthening partner systems, and ensuring adherence to donor (FCDO) and War Child regulatory and compliance requirements throughout project implementation in six provinces. The incumbent must be familiar with risk framework tools and techniques and Provide support on conducting the risk and due diligence assessment of partners, facilitate risk management processes, conduct fraud risk assessments and compliance reviews as per the compliance plan, and prepare reports with the risk management processes.
Job Description
The Duties and responsibilities may include but not limited to:
- Partner Compliance & Audit
- Conduct monthly compliance and spot checks through the internal audit reviews of all implementing partners across programmatic, financial, HR, and operational areas
- Assess partner compliance against organizational and FCDO requirements, WCUK policies, and contractual obligations
- Develop audit tools, checklists, and compliance frameworks aligned with project requirements
- Produce comprehensive audit reports with risk ratings, findings, and actionable recommendations on monthly basis.
- Follow up on audit findings and track implementation of corrective action plans
- Risk Management & Internal Controls
- Lead and Conduct Investigation; support in preparing investigation team with the right skills as required by the nature of case, lead the team, conduct field work and draft report.
- Ensure every single finding major is evidence based, properly documented and stored.
- Ensure confidentiality is maintained at every level before and after the investigation.
- Provide support on capacity building of other staff for investigation.
- Identify operational, financial, safeguarding, and reputational risks across partners and project locations
- Support strengthening internal control systems within War Child and Partner organizations
- Maintain and update a compliance risk register and escalate critical risks to Senior Manager, Grants Management and Fundraising
- Provide practical solutions compliance checks, audit reviews to assure key risk management controls.
- Grants & Donor Compliance Oversight
- Ensure compliance with FCDO rules, reporting standards, and value-for-money principles
- Review partner financial documentation, procurement processes, and supporting evidence for donor reporting
- Support pre-audit readiness and coordinate external audits or donor verification missions
- Ensure proper documentation, audit trails, and record-keeping systems are in place
- Capacity Strengthening of Partners
- Identify gaps in partner systems (HR, finance, safeguarding, procurement, MEAL) etc.. and provide Technical assistance to be aligned to the organizational and project requirements.
- Design and deliver targeted capacity strengthening plans for partners
- Provide on-the-job coaching to partner staff on compliance, documentation, and improvements on internal controls
- Coordination & Reporting
- Work closely with Program Quality & Compliance Officers, MEAL, Finance, and Safeguarding teams to bring proper planning, coordination to attain deliverables.
- Contribute to Project Management Team (PMT) discussions on compliance risks and performance
- Prepare consolidated compliance and internal audit updates for senior management
- Support alignment across partners to ensure standardized compliance practices
- Field Monitoring & Verification
- Conduct regular field visits to the project locations and partner offices to verify.
- Delivery of activities
- reach of beneficiaries and services to the most vulnerable populations
- Ensure compliance with do-no-harm, safeguarding, and accountability to affected populations (AAP) standards
- Track the progress of risk actions and provide appropriate assurance on risks.
- Track audit/ investigation findings and follow up on the WC Management Improvement Plan.
- Develop consolidated risk management plan and support teams to complete their risk management plans.
- Analyse trends and report management, including recommendations for improvement.
- Support translation of visibility material into local language, pictorial images, and /or other related fraud materials.
- Support the fraud risk assessment plan.
- Safeguarding, Ethics & Accountability
- Ensure partners adhere to PSEAH, safeguarding, and Code of Conduct standards
- Support investigation processes where required
- Strengthen complaint and feedback mechanisms (CFRM) and ensure proper documentation

Job Requirements
Experience and mandatory criteria:
- Bachelor’s degree in finance, Audit, Business Administration, or related field (master’s preferred)
- Minimum 5–7 years of relevant experience in internal audit and financial compliance
- Proven experience working with INGOs and donor-funded projects (ECHO, AHF, SIDA and FCDO are highly preferred)
- Demonstrated experience in partner/consortium management and capacity strengthening
- Strong knowledge of:
- Internal audit standards
- Financial controls and procurement compliance
- Donor regulations (especially FCDO or similar)
- Experience in risk management and developing internal control systems
- Ability to analyze financial and programmatic data critically
- Strong understanding of Afghanistan operational context and partner-based delivery models
- Experience working across multiple provinces and with local NGOs
- Willingness and ability to travel to field locations regularly
- High integrity and zero tolerance for compliance gaps
- Strong analytical and report-writing skills
- Ability to challenge partners constructively
- Excellent coordination and stakeholder management skills
- Fluency in English and Dari/Pashto
- Afghan national
