NCA seeks a highly competent, highly motivated Participatory Monitoring, Evaluation and Results (PMER) Coordinator, a self-starter who can set personal goals, train themselves, independently identify solutions, and build an efficient team. The post-holder is articulate and can work across all departments and CSO partner organisations. 

NCA works in triple nexus, delivering programmes in humanitarian aid, long-term development and social cohesion in partnership with Afghan non-government organisations serving more than seventeen provinces. NCA focuses on economic empowerment, climate-resilient water, hygiene and sanitation, social cohesion, and humanitarian response.

Job Descriptions:

List the main tasks and responsibilities for this position:

  • Responsible for developing and implementing results-based planning, monitoring, evaluation, and reporting systems, including creating a detailed guideline for its performance.
  • Ensure that standards facilitate consistency and accountability and strengthen quality through a principled approach.
  • Provide a leadership role in measuring outcome and impact; evaluation studies, including the conduct of baseline, end-line, and needs assessment.
  • Responsible for planning, management, reporting and data analysis together with developing and implementing comprehensive monitoring and evaluation strategy of NCA programmes and CSO partners when needed
  • Develop and strengthen NCA monitoring, review, inspection, and evaluation procedures.
  • Provide leadership in knowledge building and knowledge sharing
  • Provide leadership in implementing the NCA accountability framework that includes but is not limited to establishing the complaint response mechanism (CRM) and adherence to various accountability standards such as the core humanitarian standard on quality and accountability (CHS) and SPHERE.

Details of the main expectations for this position over the next period in regard to strategic targets and plans:

Strategy & Systems Design

  • Provide leadership in developing and implementing an effective result-based monitoring and evaluation system, including developing methods, tools, and techniques in collaboration with programme coordinators, Head of Programme, and CSO partners.
  • Ensure that monitoring and evaluation systems and procedures are well-integrated with donors and internal reporting systems and procedures.
  • Lead in developing systems to monitor the impact of grant-funded projects. Action should include collecting and analyzing data related to project outcomes and impact to assess grant effectiveness and provide feedback for future grant applications.

Technical Leadership

  • Coordinate, organize, and facilitate various evaluations that include but are not limited to performance evaluation, baseline, mid-term, and final evaluation using both qualitative and quantitative methods.
  • Develop guidelines and tools to ensure activity and indicator tracking consistency across projects.
  • Provide leadership in tracking programme indicators, measuring performance against benchmarks, and tracking project performance.
  • Support the development of project proposals, particularly in formulating results frameworks, monitoring plans, and monitoring and evaluation sections in general.
  • Prepared terms of reference for consultants and managed surveys, baselines, end-line, and evaluations.

Information Management Systems

  • Provide leadership in rolling out the project information and management system (PIMs) and support training staff and/or CSO partners when appropriate.
  • Design and maintain a project folder in soft and hard copies.
  • Validate and conduct quality assurance of PIMS data.

Complaints Response Mechanism

  • Provide leadership in maintaining a practical and functional complaint response mechanism (CRM) within NCA and among its CSO partners.
  • Support the establishment of a complaint response mechanism with the CSO partner when needed.
  • Lead in reviewing CSO partner's accountability framework, policies and procedures, ensuring they comply with the CRM processes and providing recommendations to address gaps.

Learning and Innovation

  • Provide leadership in generating quality learning through evaluation reports, monitoring reports, and sharing of findings and analysis to the programme team to enhance programme quality and delivery.
  • Provide leadership in designing and conducting reflections and lessons learnt workshops, write lessons learnt reports and share reports to enhance project relevance, efficiency, effectiveness, impact, and sustainability.
  • Responsible for the development of knowledge management at the country level and contributing to organization-wide knowledge management

Job Requirements:

  • Bachelor's degree in a related field. Having a Master's degree is an advantage.
  • At least five years of managerial experience as a PMER/MEAL coordinator managing the MEAL department.
  • Demonstrated experience in managing the MEAL department
  • Demonstrated experience working with monitoring and results framework of UN agencies, USAID, NORAD, EU, FCDO, etc
  • Demonstrated experience  developing  methods, tools, and techniques, including systems to monitor the impact of grant-funded projects   
  • Proven track record in handling Complaint Response Mechanism
  • Strong background in data management and information management systems.
  • Excellent report writing skills, verbal communication, and interpersonal skills
  • Ability to meet deadlines.
  • Good strategic planning abilities
  • Good time management and organisational skills
  • Excellent written and verbal communication and interpersonal skills
  • Can effectively communicate in English and local languages.
  • Proficient in Microsoft Office, content management systems, and social media platforms.
  • Willing to travel to project areas
