ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets.

From its inception to date, ASMO successfully implemented multimillion-dollar projects in Afghanistan through sub-awards sponsored by USAID focusing on improving maternal and child health outcomes through the private sector

Job Descriptions:

The Monitoring and Evaluation Officer is responsible for assisting the Research/Monitoring Evaluation Manager in developing the program’s performance monitoring and evaluation plan(s) to ensure that data is collected, analyzed, reported upon, and incorporated into programmatic decision-making and planning to meet the objectives of Afghan Social Marketing Organization (ASMO) this role reports to the Research/Monitoring & Evaluation Manager. And will be recruited for the Local Health System Sustainability project supported by USAID

Assist the Research/M&E Manager in planning, scheduling, and budgeting M&E activities.
Assist in the designing and establishment of project monitoring and evaluation systems to collect information needed for program design, internal management, and periodic reporting to donors, boards, and governmental entities.
Should have a solid understanding of monitoring and evaluation principles, methodologies, and best practices. This includes knowledge of indicators, data collection methods, evaluation frameworks, and impact assessment techniques
Design and disseminate project monitoring tools and guidelines that track project results, capture indicator-specific data and ensure adequate data collection for high-quality donor reporting.
Should be adaptable and able to navigate challenges and uncertainties in monitoring and evaluation processes. Strong problem-solving skills are essential for troubleshooting data collection issues, addressing methodological concerns, and identifying solutions to improve program effectiveness.
Organize feedback and reporting sessions to the relevant sales and marketing staff on the findings of the monthly and quarterly data analysis.
Undertake monitoring visits to project sites and provide field visit reports that include observations, recommendations, and capacity-building plans to ensure programs are being implemented/monitored as per project requirements.
Collect, clean, consolidate, and analyze relevant data from different departments to contribute to all required reports including monthly, quarterly, and annual reports. 
Contribute to the design, implementation, and oversight of project research activities, including market landscape analysis and willingness to pay for studies.
Maintain and update MIS and ensure the quality of data entry.
Conduct regular field visits to monitor and oversee community engagement activities and provide constructive feedback
Ensure and follow up on the implementation of EMMP
Adheres to ASMO policies and procedures; performs any other duty assigned 
 

Job Requirements:

Education & Qualifications: Have Bachelor Degree in statistics, social sciences, development studies or any other relevant field. A Master Degree would be preferable. 
Industry experience:  Five years’ experience in Monitoring and Evaluation with national and international organizations. Experience of working with other USAID projects is preferable. 

Knowledge & Skills:

Technical skills: Knowledge in conducting quantitative and/or qualitative studies, developing monitoring tools, data analysis and report writing
Management skills:  Be able to use a results-oriented approach to prioritize work in 
Workload situations
Analytical Skills: Proficiency in statistical analysis software and data visualization tools.
Project Management Skills: Ability to manage multiple projects, meet deadlines, and coordinate with a team member
Personal qualities:  Ability to work with limited supervision and ability to deal with difficult, often challenging work situations
Technology skills:  Ability to demonstrate strong IT skills, including the use of in-house databases and Microsoft Office applications
Adaptability and Problem-Solving Skills: Flexibility to address challenges and find solutions in M&E processes
