People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2024) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured a 24-month Educations in Emergencies project funded by ECHO. The project will establish 150 CBE to provide education opportunities to 5,250 out-of-school children through one national partner across Wardak and Samangan provinces. The project will also support 1,350 HHs with emergency cash distribution.

Job Descriptions:

  1. Purpose of the Role

PIN Afghanistan is seeking experienced Project Coordinators (PC) to coordinate the successful delivery of the ECHO EiE project – “Life-sustaining education in emergencies assistance to out-of-school children in Wardak and Samangan Provinces”. The Project Coordinator is going to coordinate project implementation with a local partner, monitoring their progress, assessing their capacities, and providing capacity strengthening where needed. In parallel, PCs will represent the project to local authorities, strengthen project acceptance, ensure its implementation according to PIN and Core Humanitarian Standards, and provide its technical control. The selected PCs will have a strong technical understanding of humanitarian response, specifically education programming, great coordination and communication skills, and proven experience in local engagement. Previous experience with working through partners is welcome. 

  1. Responsibilities and Duties

The Project Coordinator is responsible for, but not limited to, the following work areas and duties:   

1) Project Coordination 

  • Ensuring strong and robust set-up of the project, including the establishment of clear plans, risk, and issues registers, activity-informed budgets and budget forecasts, procurement plans, results tracking tools, and clear visibility and communication plans 
  • With the support of DCD, HoP, and PM, timely registration of the project with the necessary authorities at the provincial and Local levels where appropriate  
  • Ensuring communities and local structures’ initial and continued acceptance of PIN, the project, and the project team in programming areas, whilst maintaining adherence to PIN ‘red-lines’ and Core Humanitarian Standards  
  • Ensure proactive, clear, and appropriate communications with project stakeholders at all times, ensuring expectations of all are managed sensitively and effectively in order to limit risks to PIN operations and reputation  
  • Timely and efficient project administration as per PIN policies, procedures, and systems and gathering information and data to evidence project performance and results achievement. Ensure contextualized and project-appropriate establishment of Community Feedback and Response Mechanism. 
  • Monthly and weekly monitoring and reporting of project progress against work, results, budget expenditure, and risks, resulting in monthly updates of project management tools   
  • Agile and proactive solving of problems, ensuring that all efforts are made to deliver the project successfully. Proactive escalation of risks and issues to the PM or HoP with proposed solutions where available.   
  • Reporting immediately any perceived, anticipated, or actual security threats immediately to the PM, HoP, and DCD. 
  • Maintaining up-to-date and accurate project documentation as per PIN archiving systems and standards, ensuring full audit compliance and creation of institutional knowledge  
  • Work with the MEAL team in the design of assessments, and timely implementation of assessments, verification, and monitoring activities. Proactive monitoring of project performance against intended results with the support of the MEAL Team, and identifying actions to be taken to ensure the project remains relevant and effective  
  • Ensure that lessons are being tracked and documented. 

2) Partner Coordination 

  • Daily coordination with partner LNGO about project delivery and support to successful project implementation. 
  • Monitoring of partner’s capacities and progress towards project results. Reporting about LNGO’s progress to PIN management. 
  • Key facilitator for daily communication between partner LNGO and PIN. 
  • Ensuring PIN operational standards are in place through LNGO implementation. 
  • With support from the PM and other relevant colleagues contribute to capacity building plan for each partner, in line with E-PAT which may include training, mentoring, field trips, shadowing, and exchange visits; 
  • In cooperation with PM and Project Technical Advisors to ensure partners’ detailed capacity-building plans are followed and regularly reviewed in terms of progress achieved and impact on PIN’s program quality; 
  • Coordinate support for partner’s local teams to receive adequate training and support from Logistics, Finance, HR & Admin to comply with PIN requirements. 

3) Quality Control 

  • In cooperation with EiE technical advisors, ensuring the project is up to PIN EiE, INEE, and CBE standards. 
  • Ensure that any sensitization, awareness raising, or community engagement activities are supported with quality, technically accurate, and accessible materials to ensure meaningful access for marginalized and vulnerable. 
  • Ensuring mainstreaming of protection measures through all stages of project delivery and AAP. 
  • Professional representation of PIN to communities, local authorities, and other NGOs. 
  • Ensure full knowledge and understanding of PIN policies relating to accountability, Code of Conduct, Access principles, data protection, safeguarding, and PSEA policies  

Job Requirements:

  • Three years of demonstrated Project Coordination (or Management) experience in humanitarian projects, including for ECHO-funded projects  
  • University Degree, preferably in Education Social Science or Management  
  • Understanding or principles of humanitarian standards and project management  
  • Proven people management experience and skills and ability to manage with empathy   
  • Experience in managing education in emergencies projects 
  • Experience in implementing with partners 
  • Excellent communication and negotiation skills, including listening   
  • Demonstrated ability to write clear and concise reports    
  • Adaptability with sound professional judgment and decision-making skills  
  • Demonstrated understanding of the ability to apply to principles of AAP and protection   
  • Understanding of risk-informed management approaches   
  • Ability to work independently   
  • Willingness to take responsibility for assigned responsibilities 
  • Willingness to work in a less secure environment   
  • Willingness to travel between districts in the Central provinces   
  • Fluent in English, Dari and Pashto – written and spoken    
  • Proficient in the use of Microsoft Excel and Word
