About Aga Khan Cultural Services - Afghanistan (AKCS-A):

The AKTC was founded in 1988 and is registered in Geneva, Switzerland, as a private, non-denominational, philanthropic foundation. It is an integral part of the Aga Khan Development Network (AKDN), a family of institutions created by His Highness the Aga Khan, with distinct yet complementary mandates to improve the welfare and prospects of people in countries in the developing world, particularly in Asia and Africa. AKTC is currently operating in Afghanistan under the name of Aga Khan Cultural Services – Afghanistan (AKCS-A) and is registered with the country's Ministry of Economy.

Part of the wider development programme of the AKDN in Afghanistan, the AKCS-A has since 2002 been engaged in a range of initiatives in Kabul, Heart, Balkh, Badakhshan, Logar, and Ghazni aimed at the conservation and revitalization of historic neighborhoods, the improvement of living conditions and the development of professional and crafts skills.

Job Descriptions:

General Function:

AKCS-A is implementing several projects in Afghanistan aimed at protecting Afghanistan's tangible/intangible cultural heritage and improving the living conditions of the inhabitants as part of a broader process of urban revitalization. Working within a team of Afghan and international professionals, under the direct supervision of the CEO or his designate, the Security Manager will be involved in a range of Security and Safety related activities in support of AKCS-A's conservation and rehabilitation activities in Afghanistan.

 

Duties and Responsibilities:

  • Develop/update the AKCS-A Security Plan including Country Security Plan, Travel Management Plan, Medical Response Management Plan, Hibernation Relocation Evacuation Plan, and contingencies plans.
  • Ensure to minimize security risks to the AKCS-A staff, assets, and operation as a whole.
  • Conduct periodic country-wide and area-specific – AKCS-A areas of operation – security risk assessments and analysis to draw security context for the implementation of AKCS-A programs.
  • Ensure preparation of adequate measures and responses to any security incident – either direct or indirect - that could affect AKCS-A operation in Afghanistan.
  • Maintain professional working relations with local law enforcement authorities, INSO, Aga Khan Agencies, and other relevant departments verifying/gathering security information.
  • Ensure all safety and security equipment is functional, properly maintained, and serviced for optimal operation.
  • Ensure appropriate communication – both primary and secondary – is available and in place.
  • Ensure security information is appropriately disseminated and shared with full awareness of confidentiality.
  • Ensure all security incidents are recorded, investigated, and followed up upon
  • Deliver safety and security training for the AKCS-A personnel.
  • Provide security advice and conduct security briefing/orientation for international/national staff when required.
  • Conduct countrywide Security Risk Assessment for AKCS-A International staff/Visitor arrival in Afghanistan.
  • Maintain daily security incident reports to NCC
  • Maintain close contact with AKDN security focal points and attend AKDN Security SCC meetings.
  • Ensure AKCS-A security preparedness (Call Tree- Warden System – Emergency Supplies) is in place and updated.
  • Ensure to provide security incident reports to senior management and upload incident reports on the AKDN security portal after senior management approval.
  • Collect information on safety and security incidents and send SMS security advisories to AKCS-A Personnel.
  • Ensure that regular security meetings/briefings are conducted for the security guards and drivers.
  • Prepare/update the AKCS-A security documents for the AKDN Global security annual audit.

 

Policies and Procedures:

  • Ensure the AKCS-A security policies, guidelines, and procedures are to a widely accepted standard and in compliance with current Government of Islamic Republic of Afghanistan regulations.
  • Maintain and update AKCS-A security policies, plans, contingency plans, guidelines, and procedures periodically.
  • Review and test, including rehearsals, incident procedures, and emergency/ evacuation plans and procedures periodically.
  • Formulate and develop procedures and guidelines when needed.
  • Monitor staff and operations to comply with security policies, plans, guidelines, and Standard Operating Procedures.
  • Ensure that changes to security policies and procedures are disseminated promptly to the staff and other stakeholders as required.
  • Ensure an accurate register of staff and visitors is maintained at the gates.

 

Personnel Management:

  • Manage and supervise the security team members.
  • Ensure professional, effective, and efficient discharge of duties of security team members.
  • Periodically assess the need for recruits of security personnel
  • Ensure effective and efficient staff roaster and shift distribution with proper handover of tasks and assets between the shifts.
  • Ensure security briefing for all newly arrived staff and visitors on mission. Also, ensure that changes to security policies/standards are disseminated promptly to the staff and other stakeholders as required.
  • Conduct periodical appraisals of security staff.

Job Requirements:

  • A bachelor's degree preferably in security management from a recognized university is required. Master’s degree is an advantage.
  • Minimum of five years’ experience in the field of security management including security risk management, handling and analyzing security information and data in a conflict/security-sensitive environment.
  • Substantial experience in humanitarian/development agencies.
  • Proven experience in the design and implementation of security orientation, security protocols, guidelines, and procedures for NGO operations.
  • Demonstrated leadership/management skills including staff and budget responsibilities
  • Be able to travel to different provinces of Afghanistan when necessary.
  • Excellent command of English Pashto/ Dari
