Job Descriptions:

POSITION OBJECTIVE
The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network’s organizations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities.

The National Knowledge Management and Support Manager, Education is a key member of the education management team and will report to the National Manager, Education. In coordination with the National Programme Team, s/he is responsible for supporting analysis and reporting that will further facilitate program development, planning, communication and information flow from the field on activity tracking of planned programmes/projects, and to further assist in management decision making and donor reporting. In addition, s/he will be working with the MERL team for managing the design and effective implementation of appropriate quantitative and qualitative indicators, instruments and data-management systems; oversee the design and scope of impact studies, with recruitment and management of appropriate consultants, if required. 
S/he will be based in Kabul, but with frequent (approx.40% time) travel to the program areas in four regions of Badakhshan, Baghlan, Takhar and Bamyan/Parwan (plus any other regions in which AKF may start working). 

JOB DUTIES AND RESPONSIBILITIES
•    Impact Monitoring: Work with Education staff to design monitoring tools, share them between program regions, regularly track project results, and ensure adequate data collection for high quality donor reports.
•    Managing Impact Studies and Research: Identifying and designing impact studies to strengthen knowledge and reporting on programme work, including   recruiting/managing consultants, participating in discussions about tool development, data collection, entry and analysis, and overseeing staff training (data collection, management and analysis) where required; supporting the education team to identify and implement research studies based on initial analysis of basic education data.
•    Strategic Communications:  Collect and articulate case studies, achievements, impacts and lessons learned to various external and internal audiences.
•    Project Management: Assist National Manager, Education in developing Logical Framework, M&E work plans, and targets during developing donor project proposals.
•    Monitoring Visits / Spot Checks: Coordinate with Grant Management focal points to collect, review, and present data, tools, and information for internal and internal audits, spot checks, and monitoring visits.
•    Knowledge Management and Sharing: Designing and managing an effective knowledge management system which: indexes all current (and ongoing) studies, databases and information, facilitates data analysis to capture lessons learnt and positively facilitate internal learning among the education team, and develops systems to ensure that all appropriate Regional and National Education Team staff are able to access and effectively use key information for programme development, communications materials, donor reports and advocacy. Keep thorough electronic records on all relevant grant studies, spot check reports, and recommendations, and follow up with regional teams about progress towards reconditions.
•    Field Visits: Undertake monitoring visits and evaluations of Education projects and programmes to ensure quality data collection and provide quality field visit reports.
•    Capacity Building: Planning and implementing professional development and learning needs of the Regional and National Knowledge Management Team and managing the development and implementation of the Education Personal Development Program.
•    Reporting: Ensure data accuracy for donor reports and that reports are submitted on time; obtain all relevant information from program staff in a timely manner; monitor reporting deadlines and ensure timely preparation and consultation with field and sector staff.
•    Working Groups: Participate in project working groups to discuss monitoring tools, challenges, lessons learned, etc. 
•    Carries out the responsibilities of the role in a way which reflects AKF’s commitment to protecting children in accordance with the Child Safeguarding Policy.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Assist National Education Manager in tracking and analyzing regional YPO on a monthly basis.
•    Maintain a good filing system and keep soft and hard copies of the program documents such as; training packages (English and Dari versions), donor reports, research studies, etc at Kabul office.
•    Demonstrate teamwork and extend cooperation with other programs/sections, and other AKF projects and departments.
•    Close collaboration with other national and regional Education and relevant staff.
•    Other duties and responsibilities relevant to the core responsibilities and duties of this position as assigned by supervisors of this position.

DECISION-MAKING & AUTHORITY
•    Establishing knowledge management system.
•    Review performance appraisals of all Knowledge Management team for team development.

Job Requirements:

JOB SPECIFICATION
•    University Degree (preferably Masters) in Education, Evaluation, Social Sciences or Statistics with significant experience in program Monitoring and Evaluation.
•    Minimum 5 years’ work experience in Monitoring, Evaluation, Research and Learning in Education.
•    Fluent in written and spoken Dari / Pashto and English.
•    Ability to analyze information systematically and in depth.
•    Other Skills: Team leadership and staff management skills in multidisciplinary setting; excellent interpersonal communications and mentoring skills; ability to both lead and work under the leadership of others; considerable analytical and problem-solving skills.
•    Excellent command of MS Access, MS Excel, Word, database management, sourcing information using the web and/or web-based databases.
•    Ability and willingness to travel throughout AKF Afghanistan programme areas.
