Job Descriptions:

  1. Summary of Key Functions

CARE AFG is seeking a talented Operations & Resilience Officer who is responsible for maintaining oversight of operational safety and security issues and implementing CARE safety protocols and procedures across CARE’s field program locations inside the province as they relate to CARE Afghanistan’s program works.  This position is based in the titled province with a significant period of time spent visiting field locations and providing support to other members of CARE’s provincial program Team.

In regards to access communication, the Operations & Resilience Officer will use their community networks or communicate directly with the relevant stakeholders’ representatives when required to communicate CARE Afghanistan’s country office access working group official position on access, communication or policy points and return similar relevant stakeholders communications back to the CARE Afghanistan country office access working group. In regards Field Security will be the first responder to security incidents in his/hers field operational areas, notifying other staff members, the Provincial manager and the Operational Resilience Manager (ORM) of security incidents and initiating local contingency plans.

  • Reports to operations and Resilience Manager and will have close Collaboration with other CARMU staff and Provincial manager.
  • Coordinate with: Kabul based Operations & Resilience officers.
  • Communicate closely with programs and provinces staff for better risk analysis of the security situation.

 

  1. Key Results Expected 

The Operations & Resilience Officer is responsible for maintaining oversight of operational field safety and security issues and implementing CARE safety protocols and procedures across CARE’s province field program locations.  This position is based in the titled province, with the possibility of a high percentage of time spent in field program locations and a significant period of time spent visiting community elders and relevant stakeholders’ representatives supporting in providing two-way communications from the CARE Afghanistan Country Office Access working group (AWG) to the relevant stakeholders’ members and when necessary, support other CARE Afghanistan requests.

 

The Operations & Resilience Officer will work as part of CARE Afghanistan’s Risk Management Unit (CARMU) which encompasses this position, The AFSO is to ensure that CARE field staff are informed of security and safety issues and ensure that field staff understand and follow SOPs and local security procedures.  The Operations & Resilience Officer will report non-compliance issues to the ORM and the PM

 

Key to the success of this post will be the Operations & Resilience Officer ability to effectively cross communicate CARE’s working program access acceptance whilst ensuring continued security management of risks, threats or future concerns whilst balancing against programming imperatives.  The Operations & Resilience Officer is expected to be able to solve problems at a local level and demonstrate a consistent approach to the management of operational security risks.

Planning and Preparation:

The Operations & Resilience Officer will be responsible for:

 

  • Monitoring the security environment in CARE targeting province, program field operational areas, updating and detailing risk assessments as required.
  • Providing routine and incident reports either through regular reporting lines to the PM & ORM (Kabul) or ORA / CARMU where required. 
  • Support the development of a safety and security culture that is enhanced by sound procedures and practices.
  • Accompany staff on field missions on an as needed basis.
  • Liaise with key Community elders and relevant stakeholders to ensure that the CARE country office AWG are informed of communications and all CARE program staff can maintain access to field program areas.

Procedures and Protocols:

The Operations & Resilience Officer will manage the implementation of country office CARMU SOPs and provide the following services:

 

  • Maintain high levels of oversight for field security issues.
  • Maintain Field security information trees and disseminate security flash alerts and advisories to staff/partners as and when required.
  • Monitor SOPs, supporting the development of new procedures to match security challenges and operational realities as they present.
  • Attend local community & relevant stakeholders’ network meetings.
  • Reporting back to the CO – AWG communications relevant to CARE program works.
  • Report to the ORM / the PM – Field security issues.
  • Provide SITREPs to CARE AFG ORM
  • Support assessments for mission clearance of program staff accessing field locations.

Act in a Crisis:

The Operations & Resilience Officer is required to be the first responder for any field location security incident involving CARE staff or assets in their operational areas.  Responsibilities include:

 

  • Support the CARE PM & ORM with the preparation of situational analysis, briefing materials and contingency response advice.
  • Investigate and follow up on security incidents where CARE staff or assets are involved.
  • Be deployed on short notice to support operations in any CARE program area.
  • Prepare internal reports.

Administration and Support:

The Operations & Resilience Officer will also be responsible for the following:

 

•            Briefing all new field staff to the operational area on local security conditions and protocols.

•            Provide weekly security update reports for the ORM (Kabul) 

•            Develop and enable local-level liaison with the relevant stakeholders– Reporting to the AWG

•            Immediate incident reports to the PM & ORM (Kabul)

  • The role of the Access & Field Security officer is not restricted to the above provisions and he/she may be asked to perform other duties as directed by the CARE ORM / AWG

Job Requirements:

Required

  • competentt and literate in Dari & Pashto language verbal and written, with a sound knowledge of technical expressions.

  • IT literate, MS – Word, Excel, and PowerPoint.
  • Demonstrated ability to manage under stressful conditions.
  • Demonstrated knowledge of the historical and socio-political context of the Afghan Conflict
