About War Child:

War Child flagship Afghanistan program advances social impact in the lives of vulnerable children, women and their families through its Justice, Education and Opportunity programs with child protection and gender across all its programs. The Afghanistan Country Program is currently undergoing an exciting expansion with newly secured long-term funding for programs in eight provinces Kabul, Kandahar, Nangarhar, Balkh, Kundoz, Takhar, Logar and Badakhshan, and will expand its program to other new provinces.

Position Summary:

The Senior Program Officer is responsible for implementing, coordinating, reporting and monitoring livelihood and education programs within the organization. He/she will be closely working with local community members, local authorities, partner organizations, and other stakeholders to ensure the successful implementation of project to improve  the livelihoods and educational opportunities in target areas.  He/she will be also responsible for the staff capacity building, guidance, community coordination and sensitization  and closely working with community people to identify new returnees with support from communities and will provide BDS support, and basic vocational skills training to the selected BNFs.

Key Responsibilities:

  • Coordination with relevant De Facto Authorities at provincial and district level for the sooth implementation of the project activities
  • Review and revise the existing project tools, training materials etc and orient the project staff
  • Conduct Community coordination and sensitization meeting at high returnees’ areas
  • Assess, identify, and select eligible beneficiaries from returnees, IDPs, and the most vulnerable host communities according to the prior selection criteria.
  • Conduct assessments to identify potential livelihood opportunities in target areas and assess the quality of existing educational facilities/ program.
  • Collaborate with relevant stakeholders to identify education-related needs in target communities and develop appropriate programs that address these needs in the high returnees districts
  • Plan and oversee the implementation of education projects such as school renovation or rehabilitation, and provision of educational materials to vulnerable children from returnees’ families
  • Provide technical support to beneficiaries in developing their small business or accessing employment opportunities while ensuring gender equality is promoted within all activities.
  • Facilitate the distribution of kits and cash assistance to the selected eligible beneficiaries' families.
  • Assist the Senior Field Coordinator and project staff in developing and designing training materials Business Development Services (BDS) including basic entrepreneurship, marketing, and financial management.
  • Organize business development support training that includes basic entrepreneurship, marketing, and financial management.
  • Follow up with the beneficiaries and provide technical support in business development and market linkages.
  • Assess and map the market for marketing and business opportunities for the beneficiaries who received BDS assistance.
  • Monitor project activities closely to ensure compliance with program objectives; collect data on project outcomes; analyze impact; prepare reports on project progress; present findings when required by management.
  • Prepare project progress reports on monthly, quarterly and annual basis
  • Build strong relationships with local partners including government agencies, NGOs (Non-Governmental Organizations), donors, etc., for effective program delivery.
  • Assist PQAL/ M&E in data collection and promotion of the CRM system.
  • Assist PQAL in post-distribution monitoring exercise
  • other tasks assigned by the project manager and WC management

Job Requirements:

Qualification:

Academic Background and Knowledge

  • Bachelor’s Degree preferably in relevant disciplines (e.g., development studies, economics, business administration, TVET, BDS, social work) with three years of relevant experience,
  • Additional qualification or certificate in (TVET, BDS, Marketing etc)
  • Proven experience in BDS, VT and TVET and education programs

Skills:

  • Proficient communication abilities in English, Pashto, and Dari, encompassing writing, oral presentation, networking, and interpersonal interactions.
  • Advanced proficiency in computer operations and MS Office applications.
  • Demonstrated capacity to work effectively under pressure, meet deadlines, and adapt to changing circumstances.
  • Strong report writing skills, coupled with a keen cultural sensitivity and commitment to confidentiality.
  • Proficiency in data management, including experience with applications such as Kobo and related programs.
  • Cultural sensitivity and respect for local norms
  • Confidentiality and privacy
