About Aga Khan Cultural Services - Afghanistan (AKCS-A):

The AKTC was founded in 1988 and is registered in Geneva, Switzerland, as a private, non-denominational, philanthropic foundation. It is an integral part of the Aga Khan Development Network (AKDN), a family of institutions created by His Highness the Aga Khan, with distinct yet complementary mandates to improve the welfare and prospects of people in countries in the developing world, particularly in Asia and Africa. AKTC is currently operating in Afghanistan under the name of Aga Khan Cultural Services – Afghanistan (AKCS-A) and is registered with the country's Ministry of Economy.

Part of the wider development programme of the AKDN in Afghanistan, the AKCS-A has since 2002 been engaged in a range of initiatives in Kabul, Heart, Balkh, Badakhshan, Logar, and Ghazni aimed at the conservation and revitalization of historic neighborhoods, the improvement of living conditions and the development of professional and crafts skills.

Job Descriptions:

General Function:

AKCS-A is implementing several projects in Afghanistan aimed at protecting Afghanistan’s tangible/intangible cultural heritage and improving the living conditions of the inhabitants, as part of a broader process of urban revitalization.  Working within a team of Afghan and international professionals, under the direct supervision of the Vocational Training Program Manager or his designate, the VT Operations Officer will be involved in a range of operational and administrative activities in support of AKCS-A’s vocational training program.

 

Duties and Responsibilities:

  1. Training Program:
  • Have a thorough understanding of the vocational training pathway. Considering that, assist in the review and development of a high-quality training curriculum and framework that will ensure the preparation of students for sustainable achievements and post-placement.
  • Manage and follow up the training registration process and ensure it is effective, systematic, and transparent allowing the maximum intake.
  • Monitor and supervise training classes daily to ensure high-quality teaching and learning opportunities.
  • Manage mid-term and final assessments and the graduation process.

 

  1. Operational Support:
  • Assist in planning, coordinating, and monitoring daily operations to ensure smooth functioning of the vocational training program.
  • Support the development and implementation of operational policies, procedures, and guidelines to enhance program efficiency.
  • Ensure compliance with organizational standards, regulations, and local laws in all operational activities.

 

  1. Administrative Functions:
  • Manage and maintain comprehensive records, databases, and documentation related to program activities, trainees, staff, and resources.
  • Coordinate logistics for meetings, workshops, and training sessions, including venue arrangements, materials preparation, and participant management.
  • Provide administrative support in the recruitment, onboarding, and training of program staff and trainees.

 

  1. Financial Management:
  • Assist in the preparation and monitoring of budgets, financial reports, and expenditure tracking for the vocational training program.
  • Work closely with the finance team to ensure timely processing of payments, reimbursements, and other financial transactions.
  • Support procurement processes by coordinating with suppliers, vendors, and service providers, ensuring quality and cost-effective procurement practices.

 

  1. Reporting and Communication:
  • Prepare and submit regular reports on program activities, progress, and challenges to the VT Program Manager or designate.
  • Facilitate effective internal and external communication by liaising with team members, partners, and stakeholders.
  • Contribute to the development of communication materials, such as newsletters, presentations, and promotional content for the vocational training program.

 

  1. Coordination with Authorities and Liaison:
  • Maintain a professional working relationship and communication with Government offices, NGOs, and other stakeholders.
  • In consultation with the Program Manager, manage all communications with the relevant government offices, NGOs, and other stakeholders.
  • Maintain an up-to-date database of relevant contacts in government offices, NGOs, and other businesses.

Job Requirements:

  • Bachelor’s degree in business administration, economics, or any other related field. Master’s degree in related field is a plus.
  • At least 5 years’ experience in a similar position with national or international organizations.
  • Demonstrated experience in administration, operations, and logistics.
  • Have a good understanding and knowledge of Afghan traditional handicrafts. 
  • Excellent communication and negotiation skills.
  • Excellent/ Professional Speaking and Writing Skills in English, Dari, and Pashto.
  • Good knowledge of computer applications (MS Office Package).
