Job Descriptions:

Under the overall supervision of the Infrastructure Coordinator and direct supervision of the Senior Field Engineer; and, in collaboration with relevant units at Country office and Sub-offices, the successful candidate will be responsible and accountable for managing the Infrastructure Projects  in Sub-Office at Easter Region.

Job Requirements:

Core Functions / Responsibilities:

  1. Collect and provide necessary information to assist in the planning, organizing, and development of all aspects of the construction component of the project, including developing monthly/quarterly activity work plans, monitoring progress, documenting and reporting activities, and coordinating and supervising implementing partners and staff.
  2. Assist Senior Field Engineer and ensure the collection and provision of necessary information for project planning and development, including organizing and developing all aspects of the construction component, and developing monthly/quarterly activity work plans.
  3. Monitor progress, document and report activities, and coordinate with implementing partners and staff.
  4. Provide technical input for designing, constructing, refurbishing, or rehabilitating medium-scale community-based infrastructures, including preparing plans, detailed engineering drawings, bills of quantities, estimates, and tender documents, adjudicating bids, supervising and certifying works, and ensuring satisfactory project completion.
  5. Offer expert guidance in diagnosing defects and specifying remedial repairs, assisting with cost management and analysis, and understanding key trades and accepted standards of workmanship.
  6. Conduct detailed feasibility studies and engineering design for selected projects, preparing drawings, calculation packs, BOQs, work schedules, etc., using relevant engineering software (e.g., AutoCAD, Civil 3D, Primavera).
  7. Oversee and participate in feasibility assessments, technical surveys, and proposal elaboration, collaborating closely with local stakeholders, community representatives, implementing partners, and field staff.
  8. Conduct regular field monitoring visits to oversee project resources, ensuring accessibility, practicality, health and safety, and aesthetic considerations, while following quality assurance/quality control requirements, construction codes, and standards.
  9. Ensure social and environmental safeguards during technical and feasibility site studies and implementation.
  10. Prepare and provide regular project-related reports, both technical and non-technical, to the supervisor in a timely manner.
  11. Assist, guide, and participate in community participatory monitoring and accountability events at the project level, preparing relevant reports accordingly.
  12. Oversee daily project operations to ensure accurate and correct progress, evaluating and resolving any discrepancies and problems arising during construction affecting the quality of works performed.
  13. Ensure all infrastructure projects are designed and implemented as per community development, QA/QC operation manuals, and procurement guidelines.
  14. Conduct on-the-job training for community members and skilled laborers on the construction and maintenance of civil infrastructures.
  15. Perform other related duties as assigned.

 

Required Qualifications and Experience

 

Education

  • Bachelor’s degree in civil engineering or architecture engineering or related fields from an accredited academic institution with three years of relevant professional experience.

Or

High School diploma with five years of relevant experience.

 

Experience

  • Experience in technical survey, design, cost estimation and overseeing medium to large size community projects implementation. 
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working directly with communities and in close consultation and coordination with local authorities and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

SKILLS

  • Proficiency in AutoCAD is required.
  • Proficiency in MS office is required.
  • Knowledge of building codes, planning guideline, construction guidelines, standards, and indicators is required.
  • Knowledge of engineering design, surveying, monitoring and supervision of construction projects, procurement processes, and construction project management is required.
  • Community engagement and liaising with authorities is an advantage.
  • Knowledge of humanitarian and development programming in Afghanistan is an advantage.

Languages

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
