Rural Rehabilitation Association for Afghanistan (RRAA) is a non-profit, non-governmental, and non-political NGO established in 1990. The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

Procurement and Supply Chain Management:

- Ensure timely and cost-effective procurement of goods and services in compliance with organizational policies and donor regulations.

- Prepare procurement plans, requests for quotations, purchase orders, and contracts.

- Evaluate supplier bids and select vendors based on price, quality, and delivery schedules.

- Maintain relationships with local suppliers and ensure their compliance with ethical procurement standards.

- Monitor market trends and maintain a vendor database.

  Transportation and Fleet Management:

- Organize and manage the transportation of goods and equipment to field offices and project sites.

- Oversee the organization’s vehicle fleet, ensuring proper maintenance, repair, and insurance.

- Plan and coordinate transportation schedules, including the distribution of materials to field locations.

- Ensure that all vehicles are roadworthy and that drivers comply with organizational safety protocols.

 Inventory and Asset Management:

- Manage the receipt, storage, and distribution of goods and materials.

- Maintain accurate inventory records and ensure regular physical stock checks.

- Monitor stock levels and coordinate with procurement to ensure timely replenishment of supplies.

- Ensure the proper tagging, tracking, and reporting of all organizational assets, including equipment, vehicles, and other property.

 

Compliance and Reporting:

- Ensure compliance with donor, legal, and internal policies regarding procurement, asset management, and logistics.

- Prepare and submit logistics reports (inventory reports, asset management reports, procurement tracking) on a monthly basis.

- Provide timely updates and documentation for audit purposes.

  Security and Risk Management:

- Work closely with the Security Officer to ensure that transportation and logistics activities align with the organization’s security protocols.

- Monitor potential security risks to logistics operations and report any concerns to management.

   Coordination and Communication:

- Liaise with other departments, including finance, programs, and field offices, to ensure that logistics support meets operational needs.

- Attend regular coordination meetings with program and operations teams to plan logistics requirements for upcoming projects.

  Capacity Building and Training:

- Provide logistics training to staff and partners to ensure compliance with procurement, inventory management, and transport policies.

- Mentor and supervise logistics assistants or field-based logistics staff.

Job Requirements:

Qualifications and Experience:

  • Bachelor’s degree in logistic, supply chain management, business adminstration, or related field 
  • 3-5 years of relevant working experience
  • Strong understanding of procurement and logistics procedures
  • Experience managing complex logistics operations in insecure environments.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Good written and verbal communication skills in English, Dari and Pashto are essential
  • Knowledge of inventory management systems and procurement software are an asset.

- Flexibility: Willingness to travel to field locations, sometimes in challenging security environments.

Additional Requirements:

- Security Clearance: Candidate must pass relevant security checks and clearance procedures.

- Travel: The position requires frequent travel to field locations across Afghanistan.
