Afghanistan Rehabilitation and Educational Program (AREP) was established in 1994 as an independent non-governmental, non-profit organization, AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process, AREP registered with the Ministry of Economy and member of Education international, ACBER, ANCB and DUKE OF EDINBURGH’S (The International Award for Young People).

AREP is working for women, youths, children where disability is the top priority among the AREP three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING, Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other  trainings for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in multi-cultural program, government and community dialog, peace building and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Job Descriptions:

Procurement Officer Responsibilities:

  • The Procurement Officer is required to process requisitions, quotes, purchase orders and invoices for vessels and follow up and co-ordination to ensure that goods and services are provided as required and delivered according to the vessel schedules.
  • Evaluate offers in accordance with procurement procedures taking account of the urgency of the requirements, whilst always ensuring that Company standards of governance and audit trails are always maintained.
  • Identify possible areas for improvement to reduce cost (e.g. payment terms, incoterms, delivery cost etc.)
  • Take steps to avoid delivery delays and monitor deliveries from vendors closely.
  • Facilitate formulation of the annual procurement plan; enhance planning for the procurement of goods and services.
  • For procurement of significant value: provide vendors sourcing list, mandatory technical review and negotiate terms with supplier.
  • Ensure all supporting documents in compliance of policy and procedures.
  • Maintain the vendor database to keep track of suppliers’ particulars, pricing and goods / services information, and their performances. Identify potential suppliers and build up approved suppliers list.
  • Establish relationship with suppliers; keep abreast of what are available from the market and the needs at the offices in the field.
  • Resolve disputes with suppliers.
  • Review, update and build up standardized contract terms for the procurement of various goods / services.
  • Good working knowledge of marine suppliers and their markets.

Job Requirements:

  • A university degree in management/ civil engineering/ business administration, Economics or relevant
  •  Have at least 4 years of relevant experience with the Government, NGos and International organizations.
  • Have good knowledge and understanding of procurement law, procurement rules of procedures for public procurement in Afghanistan and donor agencies,
  • Have good knowledge and understanding of the Afghan government administrative systems as well as the government clearance and approval procedures applicable to procurement.
  • Have the ability to apply good judgment and interpretative skill in dealing with procurement-related issues including common technical and commercial aspects of bidding and bid documents, bid evaluation, contracts and other procurement documents.
  • Have good skills and ability in effectively communicating and coordinating with AREP Staff, Donors, consultants, and government officials.
  • Excellent knowledge of spoken and written Dari/Pashto and English.
  • Have good computer and internet skills.
