Job Descriptions:

Job Summary

Under the Direct Supervision of related Directorate, Strategic Planning and Policy Analyst is responsible for the all Functions related to the planning and policy operations of MoMP, Including Strategic Planning & policy Analyst perform a wide variety of complex and diverse advanced level professional and technical duties in support of the County’s strategic planning efforts, Policy and planning analyst plan, organize, direct, control and coordinate policy advice and strategic planning within organizations.

Duties & Responsibilities

  1. plan, organize, direct, control and coordinate policy advice and strategic planning within Organization.
  2. developing, implementing and monitoring strategic plans, programs, policies, processes, systems and procedures to achieve goals, objectives and work standards
  3. developing, implementing, administering and participating in policy research and analysis
  4. coordinating the implementation of policies and practices
  5. establishing activity measures and measurements of accountability
  6. overseeing and participating in the development of policy documents and reports
  7. consulting with and providing expert advice to Ministry of mines and petroleum (MoMP) on policy, program and legislative issues
  8. representing the organization in negotiations, and at conventions, seminars, public hearings and forums convened to discuss policy issues
  9. assist the Budget team with the ministry operating budget process
  10. research experience, including quantitative and qualitative analysis and modeling, to conduct environment and trends scans, analysis of best practices and analysis of options and impacts
  11. assess new or changed policies and evaluate proposals for impact on infrastructure policy and planning
  12. analyze proposals and competing interests of stakeholders to develop policy options/ solutions, resolve identified concerns, and promote best practices
  13. Other tasks as decided by the MoMP Authorities.

     

Job Requirements:

Qualifications and experience

  • Master Degree in, Economics, Public policy, Business Administration and any other relevant fields (PHD Preferred).
  • At least 1 years (if PHD Holder) of work experience in relevant fields. 
  • At least 3 years (if Master Degree Holder) of work experience in relevant fields.
  • Fluency in English, Dari, Pashto languages and Microsoft Office programs.
  • The Incumbent should have sound knowledge of the policy development. 
  • The Incumbent should have strong written and oral communication and other interpersonal skills.

Skills, Knowledge & Attributes Required

  • written communication skills to prepare reports, papers, speeches, briefing materials and correspondence.
  • extensive experience with policy development processes, policy analysis and have knowledge of ministry strategic directions to develop policy options and outreach strategies
  • knowledge of theories, principles and methodologies of government capital planning, asset management, procurement and delivery for large public infrastructure projects and economic theory in a policy and planning environment.
  • Ability to implement policies of directorate.
  • Knowledge of the mining industry and global commodity markets.
  • Excellent communication skills, both written and verbal.
  • Contribution to the profitability and sustainability of mining projects.
