About Turquoise Mountain:

Turquoise Mountain is a non-profit, non-governmental organization specializing in urban regeneration, business development, and education in traditional arts and architecture. We seek to provide education, skills and livelihoods to Afghan men and women. Since 2006 Turquoise Mountain has cleared 45,000 cubic meters of rubbish from the streets, restored or built 150 historic and community buildings, created a primary school and a clinic, and installed water, electricity, and sanitation through the historic traditional craft neighborhood of Murad Khani in the old city of Kabul. It has created the internationally accredited Institute for Afghan Arts & Architecture, training the next generation of craftsmen and women in woodwork, jewelry and gem cutting, calligraphy and miniature painting, and ceramics. Finally, it has sold over US$15,000,000 of Afghan artisan products internationally.

Job Descriptions:

  1. Risk and Vulnerability Assessment
    • Assess all program activities in relation to potential security risks for staff and develop protocols to reduce vulnerabilities.
    • Conduct regular security assessments of TM’s offices, residential areas, and field sites, identifying areas for improvement and mitigation strategies.
    • Conduct security assessments of new operational areas before TM expansion.
  2. Monitoring and Reporting
    • Monitor national and local security environments, particularly in TM’s operational areas, and report significant developments.
    • Provide regular security briefings and updates to TM staff and management.
    • Produce quarterly progress reports on the security department’s achievements, including risk mitigation plan.
  3. Policy Development and Implementation
    • Review, update, and enforce TM’s security policies and procedures in line with current security threats and operational needs.
    • Ensure the implementation and compliance of Minimum Operational Security Standards (MOSS) across all TM offices.
    • Develop and implement security protocols for all TM staff and visitors, ensuring no prohibited or dangerous items enter TM premises.
  4. Security Training and Capacity Building
    • Develop and implement security training plans for all security personnel.
    • Conduct regular refresher training for security guards and staff, ensuring they are up to date with the latest security procedures.
    • Ensure continuous security awareness for all staff, including expatriates, with 24/7 support availability.
  5. Facility and Equipment Management
    • Conduct regular inspections and ensure the proper maintenance of all security and safety equipment, including vehicle checks, office alarms, and communication devices.
    • Ensure that safety and security equipment are in optimal condition at all times, providing monthly reports on status and required updates.
  6. Security Liaison and Coordination
    • Establish and maintain working relationships with relevant external stakeholders, including NGOs, USAID, Government Ministries, UN agencies, INSO, local, government authorities and local communities where TM Operates and other security-related networks
    • Attend and actively participate in external security coordination meetings, reporting back on pertinent developments.
    • Support TM management in security-related decision-making and planning processes.
  7. Incident and Emergency Response
    • Manage the security and safety of staff, ensuring effective response to incidents or emergencies.
    • Ensure that the security messaging system is operational, and that timely security information is communicated to staff.
    • Accompany international staff and guests to Kabul, Bamiyan, Jawzjan and other provinces, ensuring their safety and security.
  8. Compliance and Documentation
    • Ensure TM's security protocols are fully compliant with organizational and donor requirements.
    • Maintain accurate records of security incidents, assessments, and operational activities.
    • Review and update TM's security policies regularly to reflect the current security landscape and ensure alignment with international standards.
  9. Other Responsibilities
    • Perform any additional duties as assigned by the Chief Operations Manager and or Country Director to ensure the overall security and safety of TM staff, assets, and operations.
    • Provide proactive security advice and support during special events, high-risk activities, or during visits by high-profile guests.

Job Requirements:

  • Must hold at least a bachelor’s degree; a master’s degree is preferred
  • Must have at least 7 years of security management related work experience, with NGOs or international organizations, including a minimum of 3 years in a managerial role.
  • Strong understanding of security risk assessment, incident response, and crisis management.
  • Excellent communication and leadership skills, with experience in training and capacity building.
  • Knowledge of security standards and policies, including international donor requirements.
  • Ability to work under pressure and respond effectively to emergencies.
  • Certification in organization security management is highly preferred.  
  • Fluent communication skills (written and verbal) in English and Local Languages (Dari and Pashto).
