Background

Daira Sabz Consulting and Engineering Group is working on a client project to prepare an Environmental and Social Impact Assessment (ESIA) Report. This project is crucial for evaluating the potential environmental and social impacts of the project and ensuring compliance with Afghanistan's environmental regulations and international best practices. The Project Manager will play a pivotal role in leading and coordinating all aspects of the ESIA study.

 

Job summary:

  • Support the team and contribute to producing a high-quality and comprehensive ESIA report that adheres to Afghanistan's national environmental regulations and international best practices.
  • Effectively manage the project schedule, and resources to ensure timely completion within budget constraints.
  • Supervise a team of environmental and social specialists to conduct all necessary studies and assessments.
  • Supervise and facilitate stakeholder engagement throughout the ESIA process, ensuring transparency and addressing community concerns.
  • Secure all required permits and approvals from relevant Afghanistan authorities.
  • Prepare clear and concise presentations to effectively communicate ESIA findings to stakeholders.

Job Description:

  • Develop a detailed project plan outlining the scope of work, timeline, budget, and resource allocation.
  • Recruit, assemble, and manage a team of qualified environmental and social specialists with expertise relevant to the ESIA project.
  • Support the team in securing the necessary permits and approvals from relevant Afghanistan authorities/ministries to conduct the ESIA study.
  • Oversee and manage all aspects of the ESIA process, including baseline data collection, impact assessment, mitigation planning, and stakeholder engagement.
  • Ensure the quality and accuracy of all data collection and analysis methods used in the ESIA study.
  • Lead consultations with relevant stakeholders, including government agencies, local communities, and NGOs.
  • Ensure stakeholder concerns are incorporated into the ESIA report.
  • Manage project risks and issues proactively, implementing corrective actions as needed.
  • Prepare regular progress reports for the company authorities, highlighting key milestones achieved and any challenges encountered.
  • Monitor and oversee the development of a comprehensive ESIA report that clearly outlines the potential environmental and social impacts of the project, proposes mitigation measures, and demonstrates compliance with Afghanistan regulations.
  • Deliver presentations on the ESIA findings to stakeholders, including government officials, local communities, and investors.
  • Ensure adherence to all relevant environmental and social-related laws, regulations, guidelines, and policies.

Job Requirements:

Education Qualification:

  • Master’s degree in environmental science, environmental management, business administration or a related field.

Experience:

  • Minimum 5 years of relevant experience in managing complex environmental and social impact assessments.

 

Deliverables:

  • Delivering a detailed project plan.
  • Hiring a team of qualified environmental and social specialists.
  • Preparing all required permits and approvals for conducting the ESIA study.
  • Contributing to the ESIA report preparation and outlining potential environmental and social impacts, mitigation measures, and compliance with Afghanistan regulations.
  • Presentations on ESIA findings for stakeholders.
  • Regular progress reports.

Monitoring and Reporting:

  • The Project Manager will submit regular progress reports to the company authorities and clients detailing project activities, achievements, challenges, and upcoming milestones.
  • Weekly meetings will be held to discuss project progress, address any concerns, and ensure effective communication within the project team.

Travel:

  • Field visits to the project site is required for monitoring and stakeholder consultations.

Other Requirements:

  • Proven experience in leading and motivating a team of environmental and social specialists.
  • Strong understanding of Afghanistan environmental regulations and international best practices for ESIA.
  • Excellent communication, interpersonal, and negotiation skills to effectively engage with stakeholders.
  • Project management skills, including budget planning, scheduling, and risk management.
  • Report writing and presentation skills.

Language Proficiency:

  • Fluency in English and National languages Dari/Pashto/Uzbeki. Familiarity with the Chinese language is a plus point.
