ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets.

From its inception to date, ASMO successfully implemented multimillion-dollar projects in Afghanistan through sub-awards sponsored by USAID focusing on improving maternal and child health outcomes through the private sector

Job Descriptions:

The HR Admin & Manager is a senior management team (SMT) member and responsible for overall administration and human resources functions of the organization. The position reports to Director of Operations.

Duties & Responsibilities

Outline of Principal Responsibilities:

Admin and Liaison:

Oversee overall utilities and supplies management. Leading support staff for better productivity.

Manage and control assets, including office and warehouse equipment, generators, and vehicles.

Designing check lists for admin tasks and ensure a well operated and hygienic office and guesthouses are in place.

Constantly review current administrative related policies and SOPs and make recommendations to senior management. 

Keep updated about new requirements of MOEC reporting types and alert management on time to time about MOEC compliance. 

Other duties assigned by line manager.

HR Operations:

Oversee all aspects of HR operations including recruitment, on boarding, performance management, employee relations, compensation, benefits administration, and HRMIS management.

Implement HR policies, procedures, and best practices aligned with ASMO mission, values, and legal requirements.

Ensure compliance with local labor laws and regulations, and maintain up-to-date knowledge of relevant legislation.

Handle grievances and violations, initiating disciplinary action in collaboration with the Whistleblowing management team.

Continuously review and improve the organization’s occupational health, insurances, staff benefits, and packages through thorough market surveys, proposing necessary changes to senior management. Oversee the development and implementation of succession planning

Undertake any other duties as assigned by the line manager and directors to contribute to the overall effectiveness of the HR function and organizational goals.

Provide leadership, guidance, and mentorship to the HR team, fostering a collaborative and high-performance work culture.

HR Development and Capacity Building:

Design and implement talent management strategies to attract, develop, and retain high-performing staff.

Lead initiatives for staff development, training, and capacity building to enhance skills, knowledge, and performance.

Foster a culture of learning, diversity, equity, and inclusion within the organization.

Oversee performance management processes, including goal setting, performance reviews, and career development planning.

Stay updated on industry trends, best practices, and innovations in HR management and make recommendations for improvement.

Collaborate with senior management to develop HR strategies aligned with organizational goals and objectives.

Provide strategic HR advice and support to management and department heads to enhance organizational effectiveness.

Lead change management initiatives and organizational development efforts as required

Develop and implement strategies to promote diversity, equity, and inclusion across all levels of the organization, with a focus on gender equality.

Monitor and analyze workforce demographics and trends to identify opportunities for improving diversity and inclusivity.

Ensure equal opportunities and fair treatment for all staff, regardless of gender, ethnicity, or background.

Implementation and Management of HRMIS:

Lead the implementation and integration of Human Resource Management Information Systems (HRMIS) across the organization.

Ensure the implementation and maintenance of the HR Management Information Systems (HRMIS) such as Time Trex and ensuring accurate data management and reporting capabilities and ensure that HRMIS is utilized efficiently to support various HR functions.

Develop policies and procedures for data entry, maintenance, and security within HRMIS and train HR staff and end-users on the functionality and best practices of HRMIS.

Continuously evaluate HRMIS effectiveness, identify areas for improvement, implement enhancements as needed, and ensure data accuracy, integrity, and compliance with relevant regulations and standards.

Job Requirements:

Education & Qualifications: University degree in Human Resources Management, Business Administration, Public Administration, Economy or any other related subject; Master’s preferable

Experience: At least 6 years’ experience in Human Resource Management and Administration worked with International or local organizations

Knowledge and Skills:

Technical: Knowledge of current & applicable remuneration practices as per NTA (national technical assistance), local labor law

Technology:  Proficient in MS Word, Excel, PowerPoint and experience with HRM database

Language skills:  Fluent in verbal and written English and Dari

Communication skills:  Excellent communication skills written and verbal

Personal Qualities:  Critical thinking, keen to learn and growth and flexible to changes 

Management: Ability to manage time, resources, leases, and staff
