Job Descriptions:

The Provincial Manager is responsible for overseeing provincial operations to ensure smooth, timely, and efficient distribution processes. The role demands leadership in managing financial, human resources, procurement, and daily administrative functions at the provincial level. The Provincial Manager plays a pivotal role in driving the operational success of the province by ensuring that all processes run efficiently and according to schedule.

Duties & Responsibilities:

  1. Planning & Coordination:
  • Conduct comprehensive planning for distribution operations, including human resources, equipment, commodities, and materials (e.g., stationery).
  • Ensure close coordination with supply chain, logistics, and the FSQ office in Kabul and the provinces to facilitate distribution from supplement to endpoint.
  1. Operational Management:
  • Oversee daily provincial operations and ensure on-time distribution activities across sites.
  • Manage the provincial team to meet operational targets set by HQ in a timely and efficient manner.
  • Maintain friendly, professional relationships with implementing partners, including WFP and CP representatives in the provinces.
  • Collaborate with CPs to identify and select FDPs (Final Distribution Points) and develop a distribution schedule in alignment with organizational goals.
  1. Distribution Oversight:
  • Ensure the main warehouse is fully prepared to receive commodities, and oversee the provincial warehouse and site operations.
  • Coordinate closely with the transport unit to ensure the timely movement of commodities from the main warehouse to FDPs, as per the distribution schedule.
  • Guarantee sufficient staffing at all FDPs, and provide necessary training to team leaders, distribution officers, site warehouse keepers, and other personnel.
  1. Reporting & Compliance:
  • Prepare and submit daily operational reports from provincial activities to relevant HQ departments.
  • Ensure accurate and timely reporting of financials, HR matters, stock levels, and distribution outcomes to the Gulzad Group main office.
  • Ensure team leaders understand reconciliation processes and submit completed forms at the end of each distribution cycle.
  1. Team Management & Training:
  • Train staff to enhance efficiency and accountability across all operations.
  • Provide ongoing support and guidance to provincial teams to ensure professional conduct and high performance.
  1. Other Responsibilities:
  • Perform any other duties as required to support the successful completion of provincial operations

Job Requirements:

Qualifications:

  • Master’s degree in Business, Operations Management, Project Management, Development Studies, or a related field, with at least 5 years of leadership experience.
  • OR, a Bachelor’s degree with a minimum of 7 years of relevant work experience.
  • Proven skills in operational management, planning, and project execution.
  • Fluent in Dari, Pashto, and English, both written and spoken.
  • Proficient in MS Office applications and skilled in task prioritization.
  • Strong interpersonal skills, communication abilities, and reporting experience.
  • Ability to work effectively with local authorities, stakeholders, and the broader community.
