Job Descriptions:

Job Purpose is:

To assist the Sr. MEAL and MEAL department for the monitoring, evaluation and reporting of the all projects. The Monitoring and Evaluation for Accountability and Learning (MEAL) Officer will provide data collection, management, analysis and reporting support to project teams and will be the focal point for all project Complaints and Feedback Mechanisms. This role requires strong communication skills. The MEAL Officer will have well rounded monitoring and evaluation practices and an understanding of the development sector, including donor obligations. They are expected to follow Community World Service Asia policies and guidelines during implementation of the project activities.  

Monitoring and Evaluation for Accountability and Learning Support:

  • In collaboration with project teams, prepare project MEAL Plans and Indicator Tracking Tables in line with standardised CWSA formats.
  • In collaboration with project teams, prepare lean and relevant data collection tools aligned with project objectives and outcomes, as specified by project MEAL Plans.
  • Maintain and regularly update the Indicator Tracking Tables for all Afghanistan projects.
  • Collect means of verification (MoVs) from project teams to report against project Indicator Tracking Tables.
  • Undertake periodic monitoring of projects to ensure progress against indicators and collect evidence of development impact and/or effectiveness.
  • Provide technical support to project teams for developing and conducting assessments, appropriate data collection, quality checks, correction and outcome-based reporting.
  • Support project teams in the collection of qualitative data, including case studies and most significant change stories.
  • In coordination with project teams, ensure participatory MEAL by sharing project progress and key findings from project studies with beneficiaries.
  • Participate in project teams’ periodic review meetings to contribute to reflection and lesson learning and to follow up on how MEAL Unit recommendations have been applied to improve project delivery.
  • Assist the MEAL and project team in the design and implementation of in-house project baseline, pre/post verification, and midterm and end-line evaluations.
  • Assist with the procurement of short-term-hire external enumerators for larger studies.
  • Manage data collection in the field, including by any external evaluators.
  • Regularly communicate project progress to the Sr. MEAL management team.
  • Create XML Form data collection tools on the mobile data collection platform, SurveyCTO.
  • Where field staff are unable to use the mobile data collection tools directly, ensure the hard copy data is entered into the SurveyCTO server.
  • When required, participate in CVWG, UN-OCHA, and other sub-cluster meetings to ensure project services have been delivered in a coordinated and transparent manner.

Other Support to Project Teams:

  • Assist the project teams in meeting all their mandatory reporting requirements, especially in terms of aggregate data reporting and reporting against indicators.
  • Support project team develop and maintain records of project activities, achievements, trainings, etc 
  • Act as CRM Focal Person for all Afghanistan projects, coordinating with project teams to fill monthly CRM log sheets and taking responsibility for the dedicated CRM phone line

The duties listed above cover most of the tasks that would be performed by the individual in this position. However, the MEAL Officer can also be assigned for other official tasks by the Sr. MEAL team when required.

Job summary:

The job will involve a large amount of desk and fieldwork. The MEAL Officer will have to develop a thorough overall knowledge of the projects/programs, so as to be familiar with Community World Service Asia implementing strategies and so they can effectively report on them. The MEAL Officer will be supporting the project team with monitoring, evaluation and reporting requirements and will be regularly reporting to the Sr.  MEAL team.

Job Requirements:

For the post of MEAL Officer, a bachelor’s degree from a recognized university and minimum 3 years of experience in the development sector is considered necessary.
