Relief Humanitarian and Development Organization () is a nongovernmental, non- religious, non-political, non-profit and non-military organization, working for development of Afghanistan through implementation of health, community development and capacity development/research projects  was established in February 2014 and is registered with the Ministry of Economics under registration No 3121.  is also registered in Ministry of Public health under registration # 504.  is registered in Ministry of Women affairs under registration # 751 aims to contribute to the development of Afghanistan through provision of developmental and humanitarian services in public health, training and capacity building of Afghans in healthcare disciplines and skills starts to realize its vision through implementable, context-specific, technically sound and practically achievable approaches. These approaches are: (1) to design and implement the community development programs; (2) to provide primary and secondary health services according to the standards of the MOPH; and (3) to build capacities and skills of ordinary Afghanistan residences and professional of health sector.

The CEFC Facilitator will play a key role in developing and managing a comprehensive system for collecting, analyzing, and responding to feedback from the communities we serve. A primary responsibility will be to strengthen community feedback structures by establishing face-to-face channels and facilitating direct communication and feedback collection. The facilitator will also enhance community engagement through regular field visits, meetings, and focus group discussions (FGDs) with affected community members. Additionally, the CEFC Facilitator will ensure that necessary corrective actions are taken to address the needs and concerns raised by the community.

The CEFC Facilitator (He/She) will also be responsible for maintaining accurate records of community feedback, preparing detailed reports and recommendations based on the collected data, and ensuring the organization remains responsive and accountable to the needs and preferences of the communities. Their responsibilities will include, but are not limited to, the following activities:

Key responsibilities:

  • Establish and strengthen mechanisms to enhance the organization's community engagement efforts and ensure the effectiveness of community engagement feedback mechanisms (CEFM).
  • Train and orient frontline staff on the importance of CEFCs and equip them with skills to effectively communicate and manage feedback from the communities.
  • Monitor and evaluate the organization’s CEFC activities to ensure alignment with best practices and donor guidelines on Accountability to Affected Populations (AAP).
  • Ensure that information sharing and feedback mechanisms are designed and implemented based on the preferences of the communities.
  • Provide ongoing support and guidance to community focal points regarding health and nutrition, focusing on effective feedback management and clear communication with affected communities.

Managing the Common Feedback System:

  • Take responsibility for the implementation and monitoring of the Common Feedback System introduced by the donor.
  • Conduct community meetings and focus group discussions (FGDs) on health and nutrition to ensure that community insights are consistently gathered and addressed.
  • Ensure that feedback received through the system is accurately documented, analyzed, and responded to in a timely manner.
  • Undertake regular community validation to ensure data accuracy and relevance.
  • Any other task given by line Manager.

Job Requirements:

  • University Degree in social science, health or nutrition sectors.
  • At least 2 year experience working in health & nutrition mobilizer community engagement, feedback mechanisms, monitoring and evaluation, or a related field with NGOs/INGOs.
  • Fluency in spoken Pashto, Dari are required. Having excellent working knowledge of written and spoken English.
  • The ability to analyze and interpret data, identify trends, and draw actionable insights from community feedback is required.
  • Understanding and respect for local culture, traditions, and social norms is essential for trust building with communities.
  • Proficiency in Microsoft Office and other relevant applications (e.g Kobo) for data collection and reporting
