DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian programs in 29 Provinces of Afghanistan. In 2023, we were able to benefit more than half million vulnerable Afghans in building their resilience.
DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting. DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as (COVID-19) will continue to be our fundamental guiding principles.

Project background:

Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) require immediate, medium-term, and long-term responses to ensure the protection of victims and vulnerable migrants. With this additional funding, UNODC will coordinate with its partners, including the Dutch Committee for Afghanistan (DCA) in Kandahar and Helmand provinces, to address some of the root causes of human trafficking and migrant smuggling. DCA's response mainly focuses on improving livelihoods through agricultural interventions and raising awareness to reduce the fundamental causes of vulnerability. Approximately 130 women-led households will receive milking sheep/goats (2 per household) and training, while 2,305 farming households (women and men) will receive training and awareness sessions through DCA staff. This will help reduce escalating food insecurity, price increases, and the growth of poppy production, and reduce vulnerability to human trafficking and migrant smuggling.

Project Outcome:

Enhanced access to income generation and best practices to counter TIP and SOM among 2,305 farming households benefiting 16,135 individuals in Kandahar and Helmand provinces.

Job Descriptions:

General Position Summary:

The Counter TIP and SOM Trainer are responsible for the promotion and maintenance of training materials, on counter-trafficking and smuggling, and rearing the milking Goats. Conduct training and awareness sessions to increase awareness of the beneficiaries on indemnities of trafficking and smuggling at the targeted districts of Helmand and Kandahar provinces. Be responsible for the design and development of training and other extension materials. Survey and selection of the beneficiaries to receive milking Goat, enhance the capacity of the beneficiaries on rearing and management of the milking Goats. Reporting the progress on training-related activities to the project manager and other team members on time. Have experience working with the community specifically in the project targeted areas and willing to regularly travel to all targeted districts. Coordination and assist the project manager and other project team members for successful and efficient completion of the project.

Duties and responsibilities:

  • Design and develop training manuals, presentations, and other publications to be printed and used for conducting theoretical and practical training on counter TIP and SOM. 
  • Assist in increasing awareness of the targeted beneficiaries on the consequences of human trafficking and smuggling.
  • Make sure that key messages and related training materials are relevant to counter trafficking and migrant smuggling and provide technical assistance to other project staff for training the project stakeholders.
  • Identify beneficiaries, service providers, and members of male and female farmers and herders to be trained on the consequences of trafficking and smuggling-related topics.
  • Cooperate on the graphic design of flyers, factsheets, PowerPoint presentations, and brochures to be distributed to targeted stakeholders.
  • Survey and select the beneficiaries for the distribution of milking Goats.
  • Organizing training to enhance the capacity of the beneficiaries on rearing and management of the milking Goats.
  • Regularly monitoring and mentoring the targeted beneficiaries.  
  • Ensure that all communications and extension materials are in accordance with DCA and donors’ quality standards and guidelines, and include consistent application of appropriate branding for visibility.
  • Prepare written weekly, monthly, and other required, progressive reports of the achievements.
  • Any other tasks assigned by the line manager.

Job Requirements:

  • Bachelor's Degree in Livestock, or Veterinary with knowledge and experience in counter-trafficking and migrant smuggling aspects.
  • Knowledge and experience in management and proper rearing of farm animals especially the milking Goats.
  • Excellent communication skills (written & verbal), organizational and interpersonal skills.
  • At least four years experience in extension and counter-trafficking and migrant smuggling-related activities.
  • Extensive knowledge and experience in working with beneficiaries in remote areas.
  • Effective communication, skills in English, and fluency in Pashto and Dari.
  • Previous experience of working with NGOs on extension and training in the targeted area.
  • Previous experience in designing technical materials and conducting capacity-building training.
  • Willing to travel to the coverage areas of the project.
  • Highly qualified in communication and training work with the community.
  • High quality of reporting skills.
