Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

General Responsibilities:

  • Data collection and management of Health Information (Hospital) and involvement in supervision and training of the health staff on HMIS.
  • Coordinating Bamiyan COVID-19/ID Hospital Medical Records activities with relevant departments.

Specific Responsibilities:

  • Ensure COVID-19/ID Hospital data collection and management of the data.
  • Ensure that the hospital departments properly use the forms and send the reports to the National Office.
  • Ensure appropriate record-keeping and statistical information is maintained.
  • Managing data and database for Hospital.
  • Coordination with other hospital departments in relation to the collection and use of HMIS format.
  • Involved with the clinical staff in day-to-day management of the office.
  • Training of the health facilities staff on using HMIS formats.
  • Set up and manages the medical records department to optimize the efficient and effective handling of patient records and related documents; plans and develops systems which meet hospital standards as well as policies and procedures.
  • Oversee procedures to meet legal and accreditation regulations regarding content and process of medical records and HMIS and release of information.
  • Manages continuous quality improvement of the handling of patient information.
  • Ensures confidentiality and integrity of patient records.
  • Provides consultative services in the areas of record-keeping practices and continuous quality improvement methodologies to administration and clinical staff.
  • Produce monthly reports for use by hospital management and AKHS National Program Office.
  • Provide monthly and quarterly chart and graph for departments.
  • Ensure regular and adequate supplies of hospital forms for HMIS and Medical Records services.
  • Recommends and participates in the development of policies and procedures; may serve on hospital planning and clinical audit committees.
  • Manages OPD registration and assures smooth and organized processes for patients and staff.

Performs other duties assigned by Clinical Director or Hospital Manager.

Job Requirements:

 

              Education:

Bachelor of public health or nursing, MD is preferred. Training in HMIS or equivalent. Knowledge of essential package of Hospital Service and Basic package of Health Service policies and knowledge of local language.

Work Experience:

Having 3 years’ experience as HMIS, data management and analysis in a reputable organization.

              

              Skills:

Good communication and interpersonal skills, good computer skills in Word, Excel, MS Office, Good coordination skills.

                                          

              Technical Skills:

  • Operating Systems: Advanced Excel and Access 
  • Application Tools: MS Office, Mail.
  • Hardware: PC assembly, repairing and configuration.
  • Data analysis: Analyses all data from HMIS Hub and HMIS.be.

 

              Languages:

Written and Spoken fluency in local languages (Dari) and English language.
