PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 

پی یو ای ام آی که در سطح جهان به نام پی یو آی شناخته میشود یک اداره غیردولتی، غیرانتفاعی، غیرسیاسی و غیر مذهبی مدد رسان بین ا لمللی میباشد.

 ماموریت افغانستان  قدیمی  ترین مآموریت پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Job Descriptions:

General responsibilities:

Under the direct supervision of the deputy field coordinator and technical guidance of the WASH and infrastructure coordination team the Regional WASH & infrastructure Specialist will lead the regional WASH & Infrastructure team in the planning and implementation of WASH and Infrastructure activities in the region. The Regional WASH & Infrastructure Specialist in coordination with the WASH coordinator and Deputy FC/AC for program will be responsible for the Development and implementation of a strategic plan for WASH and infrastructure activities in the region, ensuring alignment with PU-AMI’s overall mission and goals. He/She will support in defining needs and intervention priorities, planning, implementation, monitoring, and reporting for the PU-AMI WASH and Infrastructure projects in the region. This position will ensure WASH programmatic integration within PUI regional strategy and will be responsible for maintaining relationships and coordination with the regional WASH cluster, local and provincial or regional authorities, WASH implementing partners including RRDs, National and International NGOs and beneficiaries in the region, under the leadership of Deputy Field/Area Co of programs at regional level.

Objective 1: Lead WASH needs assessment and related context analysis as well as adaptation and implementation of WASH and Infrastructure strategy at regional level:

Performance standard:

  • Develop a comprehensive regional WASH strategy based on detailed needs assessments and context analysis, ensuring alignment with the national WASH strategy and PU-AMI’s overall mission and objectives.
  • Ensure WASH and infrastructure activities are seamlessly integrated with other sectoral interventions, promoting a holistic approach to community development and maximizing the impact of PU-AMI’s programs
  • Prepare needs assessment reports, rehabilitation and construction plans, and behavior change and social mobilization activities in coordination with Program Managers and the program team, prioritizing needs and proposing intervention actions.
  • Support monitoring, evaluation, analysis, and learning of WASH and infrastructure contexts and PU-AMI interventions in the South Eastern region of Afghanistan, ensuring data-driven decision-making and continuous improvement.
  • Lead WASH hard & soft component staff in preparing plans to assist communities in achieving their prioritized goals through targeted technical assistance, grants, and linkages to other local and national resources.
  • Support and contribute to the development and implementation of WASH activities, including standard operating procedures (SOPs), guidance, and tools, ensuring adherence to international and national standards.
  • Prepare Bills of Quantities (BoQs), drawings, and scope of work for WASH and infrastructure projects, ensuring all technical documentation is accurate and comprehensive.
  • Support the proposal writing process by providing WASH and infrastructural technical information as requested by regional and national program teams, contributing to the development of high-quality funding proposals.
  • In close collaboration with the WASH & Infrastructure Coordination team, expand, develop, coordinate, and manage PU-AMI’s behavior change and social mobilization activities at the field level.
  • Contribute to the design of the WASH staffing structure and resourcing, collaborating with program staff to identify and plan for behavior change and social mobilization needs in the Region
  • Ensure all program operations are implemented timely, as per the WASH Sector / Cluster and National standards, in accordance with PU-AMI ways of working and integrated within overall regional strategy and PUI’s commitments to stakeholders.

Objective 2: Logistics, Finance, and Human Resource Management:

Performance standard:

  • Ensure appropriate Financial and Logistical PU-AMI systems/ procedures are adhered to within the WASH team (including supply chain management) in the south east region.
  • Ensure timely and accurate development of WASH related procurement plans including relevant BOQ’s designs and contract Dossiers, recruitment plans, and spending plans per project are done in coordination with the Program managers and Deputy FC/AC for programs and ensure the same is shared with relevant support colleagues
  • Performance management of all direct reports, including regular meetings and completion of work and development plans.
  • Ensure all new team members are adequately briefed on arrival, and departing team members are debriefed.
  • Responsible for ensuring capacity development and training of the project personnel in the south east region.

Objective 4: Monitoring of WASH and Behavior change and social mobilization activities

Performance standard:

  • Working with WaSH Coordination team on develop strategies that allow for optimal community involvement in their respective activities to maintain a focus on the longer-term sustainability.
  • Formulate strategies and procedures related to hygiene promotion activities and coordinate and lead all activities related to hygiene promotion in the regional level
  • Assist Coordinate with and support regional WaSH team in the implementation of projects that facilitate communities to play more proactive roles.
  • Support WaSH soft component staff to prepare plans to assist communities to achieve their prioritized goals through targeted technical assistance grants and linkages to other local and national resources.
  • Assist WaSH soft component team to develop and maintain close working relationships with local authorities specifically local government and I/NGOs active in the project areas.
  • With the WaSH Co develop baseline and end line survey procedures and support the hygiene promoters and other field staff in conducting the surveys.
  • Review the existing/available hygiene education materials and procedures and modify/develop hygiene promotion session contents and materials for men women at regional level.
  • Providing technical assistance at regional level to develop and implement hygiene promotion activities in all phases of the project and helps develop, maintain, and follow the indicators set in the workplan for HP activities.
  • Practically support field staff in technically feasible site selection for WASH components

Objective 5: Capacity building

Performance standard:

  • Capacity building and training of WASH technical staff on WASH hard & soft component with the support of WASH & Infrastructure national team in the south east.
  • Communicate regularly with the PU-AMI Regional WASH staff, offering support and advice as relevant and taking note of their experiences and suggestions.
  • Orient WASH field team on approved design as per approved proposal of the project’s hard components in the south east.
  • Technically orient the field staff on site selection like that for water source. FATP, etc.
  • Guide field teams regarding quality of product water and sanitation components and its related rehabilitation works that they are adhered with promised quality and standards
  • Train field team regarding quality checking of materials also method of quantity checking of supplies to verify with technical specification like plumbing materials
  • Guide field teams on dealing and maintenance documents relevant to supplies like GRN, and Final inspection etc.

Objective 6: Coordination and Representation

Performance standard:

  • Coordinate closely with the National WASH coordination team, project managers and south east WASH team to ensure timely implementation of the project.
  • Provide guidance to the WASH technical and BCSM team for quality improvement of the WaSH and infrastructure activities in the south east.
  • Assess the areas of operation regarding WASH/Infrastructure in cooperation with national and local authorities and in close collaboration with the project managers in the south east
  • Exchange on a regular basis idea /information with national WASH coordination team
  • Ensure a constructive co-operation with Local authorities like PRRD,  in the region.
  • Ensure a constructive co-operation with other local authorities like PRRD, international and National NGOs, regional cluster as well as the UN family in the region.
  • Responsible for engagement and representation of PUI at the regional level at the WASH cluster    as well as other relevant Working groups.

Objective 7: Reporting, and documentation

Performance standard:

  • Prepare plan and report of the activities progression and submit to the Deputy field co and WASH & Infrastructure Coordinator/Deputy as per request.
  • Create and present monthly updates to the WASH regional cluster.
  • Monitor procurement status of all project items and share regularly updates to WASH & Infrastructure national team.
  • Coordinate activities of all WASH staff under the project.
  • Organize and supervise the WASH and infrastructure activities in the field and share relevant and timely report to the DFC/AC for program and WASH and Infrastructure coordination team
  • Fulfil PU-AMI weekly, monthly internally reporting requirements and also contribute to donor reporting as required.
  • Report monthly on PU-AMI WASH regional activities to WASH regional cluster.
  • Archiving of the photos, and other related means of verifications and report it to the Program, Project managers and WASH & Infrastructure national team for the monthly, interim and final reporting.
  • Ensure WASH documentations are properly stored and archives are cleaned, and be ready if needed.

Objective 8: Accountability and PSEA

Performance Standard

  • Support timely, complete and convincing response to feedback complaints in coordination with Program Manager and Deputy FC/AC of program;
  • Lead technical resolution and suggest strategic adaptation (guidelines, SOP, etc.) based on feedback and complaints, in collaboration with PMs and DACo;
  • Actively participate in Monthly Accountability Meetings;
  • Adhere to PU-AMI organizational policies (incl. CoC, Child protection policy, anti-fraud and anti-corruption policy, PSEA policy) and report any policy violations, suspicions, or allegations through the whistle-blower mechanism
  • Support investigation based on needs when required in coordination with the relevant regional and National teams.

Job Requirements:

Qualification/ Requirements

  • University degree in civil engineering, or similar relevant qualification.  
  • Five years of experience in similar projects
  • Experience in implementation of WASH and Infrastructures in the remote areas
  • Technical and practical competence in WASH including experience in rural water supply, sustainable sanitation solutions, and waste management and related activities.
  • Strong staff management and communication skills.
  • Ability to engage with different stakeholders and partners in the project site.
  • Ability to work in a team environment and remote areas.
  • Ability to travel to all districts of east region of Afghanistan
  • Interpersonal, management and conflict resolution skills.  Must have good attention to detail, all work must be checked
  • Excellent written and oral Pashto, Dari and English skill
  • Previous experience in a similar role
  • Previous coordination/management experience
  • Excellent communication, cooperation and interpersonal skills
  • Ability to build other people’s capacity
  • Culture and conflict sensitive
  • Must be gender sensitized and respectful for local norms
