About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives.

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives: 

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress

Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The Admin & Logistics Manager is responsible for administrative and logistical support including, working in close collaboration with DCOP – Operations to manage and oversee day-to-day office administrative, logistics, operations, inventory, lodging and local travel arrangement needs. He/she will manage a team of support staff and drivers. He/she will play a pivotal role in overseeing admin & logistics management and ensuring compliance to project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, as well as relevant local laws, requirements.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Act as primary point of contact for administrative and logistics related project needs, including the management of scheduling/invites, technology resources and troubleshooting, managing videoconferencing, reserving rooms, procuring devices and software, ordering office supplies, conducting inventory audits, maintaining project calendars and act as liaison between the Activity and DAI Home Office operations teams.
  • Manage administrative support to the operations, technical team and the technical activities by reviewing invoices and expense reports, supporting operational procurements, answering operational or procedure-related questions, coordinating meeting and event logistics, coordinating travel and security logistics.
  • In coordination with the DCOP - Operations, develop and improve upon admin and logistics processes and systems and internal controls to efficiently guide project management and implementation and ensure compliance in accordance with the DAI Field Operations Manual, USAID rules/regulations, and the terms of the contract, including process guides, checklists, resource guides, and a library of best practices and lessons learned.
  • Independently troubleshoot common problems utilizing the DAI Field Operations Manual, the Activity’s agreement, and project precedent, escalating more complex issues to the DCOP - Operations and following up until resolved.
  • Coordinate the maintenance of administrative records, including project logistics and operations documentation; maintain and spot-check administrative records by saving and categorizing in a rational, straightforward hierarchy all documentation on shared file servers and project management systems in accordance with the project’s document saving protocol and norms.
  • Ensure smooth coordination of logistics, country clearance and other necessary authorizations for training, travel, and events.
  • Cross check the bills/invoices provided by the cooks to ensure transparency.
  • Responsible for overall project inventory management and draft/provide quarterly inventory reports.
  • Responsible for tracking all project property/equipment in compliance with DAI and USAID policies and procedures and reporting on and documenting lost/damaged items.
  • Oversee staff travel management to regional field offices and expats travel arrangements if required.
  • Evaluate personnel liability in cases of reported lost, damaged, misused, or stolen property and assist in investigations as required; report and recommend appropriate follow-up actions. 
  • Prepare disposition plan (when required) for submission to USAID in compliance with DAI/the Activity policies.
  • The admin & logistics manager will be based in Kabul with frequent travel to regional offices and the field.
  • Other duties as assigned by the DCOP – Operations.

Job Requirements:

  • An advanced degree in finance, human resources management, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience, master’s degree plus 3 years of relevant experience, and a PHD degree plus 1 year of relevant experience is required.
  • Experience in program operations, including procurement of goods and equipment, facilities management, admin operations, travel, logistics, and/or subcontracting is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Experience leading and managing the logistical aspects of USAID projects, including a demonstrated understanding of applicable admin-related USG contracting regulations.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, logistics etc.).
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
  • Strong communications and operations management skills required.
