About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives.

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives: 

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress

             Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The Deputy Chief of Party – Operations will be responsible for the operational and financial management of the project. He/she will ensure efficient management of the operational aspects of the project, as well as overall compliance with contractual requirements, DAI policies, USAID regulations and Afghan law. He/she will assist with the oversight of finance, procurement, and record management. He/she will supervise the day-to-day work of operational units on the Activity, including Finance, Procurement, Logistics, Human Resources, and Information Technologies.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Work with the COP on the review and analysis of budget estimates for allowability, allocability, reasonableness, and consistency.
  • Implement finance, accounting, human resources and procurement policies and practices as noted in the Field Operations Manual.
  • Manage payroll functions, including review payroll and tax payments in accordance with USAID, Afghan local tax law and DAI regulations.
  • Manage, process and account for all expenditures under the project.
  • Ensure non-billables are kept to a minimum.
  • Provide USAID with annual budgets of expenditure as well as quarterly forecasts against budget statements and prepare regular reports for appropriate management as necessary or requested.
  • Assist with project budget realignments, budget forecasting, etc.
  • Manage daily administrative operations of the project, including human resources, facilities, procurement, and IT.
  • Maintain communication with DAI’s home office staff on administrative and operational aspects of the project.
  • Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations. 
  • Manage recruitment, salary negotiations, hiring, evaluation, and termination of employees, in consultation with the COP.
  • Ensure that administrative records, and project personnel documentation, are well-organized, maintained and updated.
  • Ensure that all new and current staff are trained on personnel policies, administrative procedures, and procurement.
  • Ensure procurement files are properly documented and closed upon completion of an activity.
  • Ensure project staff are properly trained in project data management systems, and that staff actively incorporate the data management system into daily project activities.
  • Oversee the management of Kabul and regional offices and ensure that all project facilities are running properly.
  • Directly manage, coach, train and teach department leads from Finance, Logistics, Procurement, Human Resources, and IT. 
  • Provides training and ensures the full compliance of the project to DAI and USG rules, regulations, policies, etc.
  • Other duties as assigned by the COP.

Job Requirements:

  • An advanced degree in finance, human resources management, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 7 years of relevant experience, master’s degree plus 5 years of relevant experience, or a PHD degree plus 3 years of relevant experience is required.
  • Seven years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations.
  • Experience in program operations, including procurement of goods and equipment, facilities management, travel, and logistics, and/or subcontracting is required.
  • Experience with banking (e.g., reconciliations, petty cash management, etc.) and/or enterprise accounting software.
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, etc.).
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
  • Proficiency in speaking and writing Dari or Pashto is required.
