AEHDA-Org Establishment

The Afghanistan Educational and Health Development Aids Organization (AEHDA) is a non-profit, non-political, non-sectarian, and non-governmental humanitarian organization, led by women. Initially established as an association in July 2003, AEHDA was re-registered as a Non-Governmental Organization (NGO) with the Ministry of Economy (MoEc) of Afghanistan in late 2020, under registration number 5085.

Job Descriptions:

1. Position Summary

The Finance Officer will oversee AEHDA's financial activities, ensuring accurate financial reporting, budget management, and compliance with donor regulations and organizational policies. This role requires a strong understanding of financial management, organizational budgeting, and donor-funded project requirements to support AEHDA’s institutional and programmatic goals.

2. Key Responsibilities

Financial Management and Reporting

  • Maintain and update financial records for all AEHDA projects, ensuring accuracy and compliance with organizational and donor standards.
  • Prepare monthly, quarterly, and annual financial reports, providing detailed analysis of income, expenditures, and budget variances.
  • Ensure timely financial reporting to donors, partners, and internal stakeholders in accordance with specified timelines.

Budgeting and Forecasting

  • Assist in the preparation of annual budgets and financial forecasts.
  • Monitor and track budget performance, identifying variances and making recommendations for corrective action.
  • Support program staff in budget planning and management, providing insights and tools for efficient financial resource allocation.

Compliance and Audit Preparation

  • Ensure compliance with AEHDA's internal controls, policies, and donor requirements.
  • Prepare documentation and coordinate with auditors during internal and external audits.
  • Maintain awareness of relevant financial regulations in Afghanistan to ensure compliance.

Cash Management and Disbursements

  • Oversee cash flow and ensure sufficient funds are available for project and operational needs.
  • Process payments, maintain cash advances, and conduct monthly bank reconciliations.
  • Manage payroll and ensure timely disbursement of staff salaries and benefits.

Financial Systems and Capacity Building

  • Support the development and maintenance of financial management systems and tools.
  • Train and support program and field staff on financial policies and budget management.
  • Ensure all financial documentation is filed accurately, securely, and in a way that is accessible for future reference.

3. Policies

Protection from Sexual Exploitation and Abuse (PSEA) Policy

  • AEHDA enforces a strict zero-tolerance policy for Sexual Exploitation and Abuse (SEA). AEHDA does not tolerate any form of sexual misconduct, and all potential candidates will undergo thorough background checks and vetting processes.
  • The Finance Officer is required to uphold AEHDA’s commitment to safeguarding vulnerable populations and to report any incidents or suspicions of SEA.

Anti-Corruption and Anti-Fraud Policy

  • AEHDA maintains a zero-tolerance approach toward fraud and corruption in all forms. The Finance Officer must act in accordance with this policy, promoting integrity, accountability, and transparency in all financial dealings.
  • The Finance Officer is responsible for identifying and reporting any suspicious or potentially fraudulent activities and ensuring strict compliance with both organizational and donor-specific anti-fraud requirements.

Job Requirements:

1. Qualifications and Skills

  • Education: Bachelor's degree in Finance, Accounting, or a related field (Master's degree or professional certification, such as ACCA, CPA, preferred).
  • Experience: Minimum of 3-5 years in finance or accounting roles, preferably within an NGO or similar organization.
  • Skills:
    • Strong knowledge of accounting principles, budgeting, and financial analysis.
    • Proficiency in QuickBooks and other accounting software, as well as Microsoft Excel.
    • Excellent attention to detail and ability to manage multiple tasks under tight deadlines.
    • Good communication and interpersonal skills, with the ability to work collaboratively across departments.

2. Work Conditions

  • Location: Primarily based in Kabul, with occasional travel to regional offices as required.
  • Working Hours: Full-time position with flexibility for additional hours as needed during peak reporting periods.
