HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, SEHATMANDI projects, nutrition and Mental Health, Psychosocial program through a community system strengthening approach

Job Descriptions:

Logistics/Procurement Department Description

The HealthNet TPO Kabul Main Office logistics procurement department is established to perform procurement/logistics activities according to the HealthNet TPO procurement policy, local government requirements and donor rules and regulations for all HealthNet TPO run projects in all over the country. Moreover, the department carrying out security support to all programs and maintaining inventories of all assets available for programs implementation and storage of them for further effective use in different projects in a full compliance with HN TPO, Local government and donor rules and regulations. 

Purpose:

The position aims to effectively & efficiently carry out the department non-medical Logistics/Procurement activities according to the organization’s standards and Logistics/Procurement policy, local government requirements and donor rules and regulations, ensure effective internal and external coordination and communication, perform non-medical logistics/procurement activities and ensure full compliance to donors and organization rules and regulations.

 

Procurement & Supply management

  • Ensure HN TPO procurement policy, local government requirements and donor rules and regulations are applied in all kind of logistics/procurement activities carried out by Khost logistics/procurement department’ non-medical section.
  • The Logistic/Procurement Officer is responsible for the procurement and supply management of project goods and services.
  • Actively participate in the quotation committee for the selection of the vendor.
  • Ensure the procurement solicitation documents, which include RF, RFQ, CBA, GRN, Payment Check list, Payment Request and Remittance Note are provided according to the procurement manual.
  • Ensure that the accurate quantity of goods received, inspected, quality checked as per the specification and accepted to the organization.
  • Ensure that all procurement documents are processed on timely manner and shared with the Kabul office and finance for necessary actions including approval and payment.
  • Ensure that proper supply chain management is performed in adherence to Health Net TPO rules and regulations and that Logistics procedures are complied with.
  • Ensure Goods Receive Notes (GRNs) are returned to office right after the goods & supplies are dispatched to provincial offices.
  • Coordinates cost saving through vendor selections and review, develops favorable contract agreements, and resolves delivery and billing problems.
  • Ensure that the goods are packed, marked & addressed professionally as per logistics standards.
  • Issue the GRN as per the actual quantity received prior to payment process.
  • Ensure that the procurement is done according to the procurement plan and timely delivery is provided to the project.
  • To ensure that all assets are properly inventoried based on the standard format before delivering to the relevant location.
  • Prepare and submit procurement status report to Kabul office.
  • Develop a strong and unique filling system and stock management for supplies and other office assets.
  • Collaborate and liaise with relevant Kabul Office departments on the issues related to the HN TPO logistics/procurement non-medical section activities.
  • Ensure proper filing system is available and maintained and make sure the soft and hard copies of the non-medical procurement documents are kept in an organized manner.
  • Any other related duty given by the supervisor

Job Requirements:

  • Graduated from recognized BBA  program
  • At least 2 years’ work experience in Logistic/Procurment with INGOs/Government
  • Good communication skills
  • Ability to travel remote areas and district to observe the progress of the project logistic related.
  • Good working knowledge of the Microsoft package and internet
  • Good organizational skills and ability to work effectively in team
  • Well familiar with data entry in the field
