Job Descriptions:

Job Summary

The Community Mobilizer will be based within the targeted district (Chemtal) in Balkh province and will work under the direct supervision of the senior program officer and close coordination with PMU. He will be responsible for the development and implementation of programs which support the development of operated agricultural businesses, and non-agriculture cooperatives and local handicrafts in order to improve their small skill businesses, improve efficiency and profitability, provide guidance on business operations, improve food processing, handicrafts, safety, product development and marketing; within the project target district in livelihood, business supports and ensuring that this project is managed and implemented in line with the project’s contractual requirements.

The Community Mobilizer is responsible for community mobilization of the projects and is responsible for working under the Senior Program Officer.

Duties & Responsibilities

  • Community mobilizers are required to work according to the plan and instructions of program /implementation leads with provincial office.
  • Community mobilizers responsible to establish COs in targeted district and facilitated the required training to the CO key members.
  • Community mobilizers take part in the selection process of orphans and most vulnerable families in selected villages of Chemtal district of Balkh province in close coordination of stakeholders.
  • Develop a contact list of existing or identified orphans and most vulnerable families’ business skills, local products and new non agriculture businesses or agricultural businesses related agribusinesses.
  • Coordinate with relevant government departments at the local level to facilitate the administrative processes and Facilitate meetings of project staff with local government authorities and community people.
  • Organize meetings with local leaders, beneficiaries and collect their feedback and share the report with team leader.
  • Work closely with farming communities and community/village representatives in the targeted districts/villages. work as a bridge between farming communities and the project and liaise with officials at the district level.
  • Mobilize the local communities, community elders and beneficiaries and provide them with awarenesses regarding the project activities.
  • Make regular field visits to project focused villages to prospect for community engagement and/or associations who will become clients of the program.
  • Assist established SHGs, enterprises groups, orphans and other project beneficiaries in marketing of their products and improving linkages between them and sellers.
  • Conduct needs and market assessments, analysis, business plans, budgeting, marketing and sales plans, and any other related assistance that will achieve the goals of improving profits and sustainable employment for orphan families.
  • Assure that the activity implemented in livelihood and local economic component is in line with project concept note and findings are noted.
  • Maintain a comprehensive, well-organized filing system of livelihood implemented activities and capacity building programs.
  • Maintain strong communications with clients and disseminate outputs with senior program office and provincial manager and acts as liaison person with beneficiaries and project team.
  • Make regular field visits to project focused villages to prospect for community engagement and/or associations who will become clients of the program.
  • Assist the project technical team in the project needs assessment survey and beneficiaries screening and selection process in targeted district.
  • Support the team in planning and organizing community awareness, campaigns, behavior change communication and community mobilization sessions.
  • Engage and mobilize local community members, elders in one to one and group sessions.
  • Work closely with the community elders and CDCs, COs in selecting the target communities/stakeholders.
  • Help in finding vulnerable project beneficiaries in all targeted villages of Chemtal district of province.
  • Conduct awareness raising training and conduct information campaigns on the field according to the communities’ knowledge levels.
  • Prepare work plan, schedules, and report for all activities at the community level and share with officers in provincial office
  • Community mobilizer Support M&E officer while visiting the field and provide the required information.
  • Prepare weekly, monthly and other periodic reports and keep the field office up to date on any changes in the implementation of the projects.
  • Coordination with local authorities, and community leaders as well as faith leaders in district level.
  • Any other official related tasks may be assigned to him by the provincial management team. 

Job Requirements:

Qualification:

  • Bachelor’s degree in economics/social sciences, agriculture and any other relevant field is required.
  • Bachelor’s degree in social science, Economics, Agriculture, and another relevant field is preferable. 

Experience:

  • 2-3 years of relevant experience of working in the community (Social Mobilizing, Community Mobilizing, Social Organizer, Community Facilitator etc).
  • Fluent in speaking and writing Pashto, Dari and Uzbeki languages, English is an advantage.
  • Honest, Motivated, tolerant, active, and well mannered
  • Strong Interpersonal & communication skills
  • Relevant work experience in livelihood on socio-economic empowerment Programs would be a plus.

  • Foster social cohesion through activities that promote mutual support and cooperation within and among communities. This includes facilitating dialogues and workshops and promoting inclusive and participatory decision-making processes. 

Community Organizations:

  • Support the establishment and strengthening of community organizations, enterprises groups and self-help groups. This includes providing capacity-building training, facilitating linkages with government and non-government agencies, and ensuring their active participation in project activities. 

Functional Competencies (Skills):

  • Strong project management skills, excellent interpersonal and communication skills, ability to work in a multicultural and multidisciplinary team, proficiency in local languages. 
  • Ability to speak, read and write technical and conversational in local languages.
  • Skill in negotiating effectively in sensitive situations.
  • Skill in achieving results through persuading, influencing and working with others.
  • Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.
  • Maturity and confidence in dealing with senior and high-ranking members of international, regional and national institutions.
  • Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities and age groups.
  • Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Knowledge:

  • Deep understanding of the livelihood, local socio-economic context, familiarity with participatory approaches, PRA Tools and knowledge in livelihood improvement and business development in rural areas. 

Expected Results:

  • Lead COs and community elders on project implementation.
  • Able to conduct the awarenesses campaigns and capacity building training to project rightsholders.
  • Able to link the project beneficiaries into the local and national market to sell their local products.
  • Facilitation and consultations with all relevant stick holders for strengthen of socio-economic of project beneficiaries.
  • Community resilience and livelihood are strengthened.

  • Have good communication skills, can effectively communicate with local communities.
  • Can work in Stressed environment and have the ability to meet deadlines.
  • Have time management skills.
