About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Mission 1: Ensure context analysis to contribute on the deliberation of strategy and positioning of food security and livelihoods under this economic and resilience activities.  

  • Undertake systematic and thorough analysis of the humanitarian situation in geographic area through rapid assessment, need assessments, market survey and household interviews.
  • Take notice of the sectorial orientations of national strategy and understand the implications for his field of activity
  • Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working.

Mission 2:  Program Management and Development

  • Develop and implement work plan and follow result framework of the project and ensure accurate and timely reporting to ACF and to donor.
  • Active supervision, management, and support to the program team implementing FSL Programs.
  • Undertake review meetings with staff and field visits to track progress made in implementation of the project and take corrective action as required.
  • Analyze the results of need assessments and submit the assessment report.
  • Prepare and submit quality monthly, and quarterly reports to ACF, donor progress reports, and final donor reporting
  • Ensure that Action Against Hunger methodologies, need assessment tools (WFP, FAO, ACF, and FSAC) and common FSAC  standards for targeting responses.
  • Contribute to proposals development  (Context analysis, logical framework, budget, time scales and logistics) in collaboration with the departments concerned
  • Ensure that MAEL and clusters procedures for livelihood response are adapted, understood and followed.
  • Prepare internal and external reports for ACF and donors, including case studies and success stories.
  • Please ensure that the budget is to be spent according to the forecast and the planned budget, no underspent or overspent. 
  • Develop BoQs and share them with the technical department for review and validation.
  • Create and submit PLs for the project packages and other expenditures and make sure of follow-up and validation.

Mission 3: Quality Program Implementation

  • Support the  FC, and FSL HOD in reporting to donors and ACF headquarters, as required.
  • Support actively, in the assessment and development of proposals, and in conducting needs assessments and surveys both in area of responsibility and for the wider program.
  • Make decisions in relation to program implementation in consultation with FC and FSL HOD and other program staff, and highlight problems and issues arising during implementation.
  • Regularly meet with the program team, to ensure that implementation is on time, on budget, and on standards and address programmatic issues and constraints on time.
  • Ensure that all program activities are implemented, monitored, and evaluated in a participatory and consultative manner through regular field visits ensuring the inclusion of the most vulnerable people.
  • Build strong relationships with stakeholders, the CDCs, local government departments and district authorities, and other actors in the province.

Mission 4: Networking/Coordination   

  • Maintain regular and effective communications between program and support staff at the Province and capital level
  • Coordinate closely with local authorities, CDCs and community members to ensure that activities targeted the most vulnerable population.
  • Represent ACF at all Sectorial meetings at provincial level or sub cluster level.
  • Build relationships with target communities, government, INGOs, NGOs, and other stakeholders in

Mission 5: Human Resource, capacity building of the team, Supervise Logistics and budget management    

  • Determine staffing needs and carry out recruitment process as per established HR policies and project HR structure
  • Ensure that performance appraisals for all staff are done in a timeline manner, in line with ACF performance management policy
  • Identify training needs of the project staff, prepare and facilitate/ execute the training to optimize staff capacities.
  • Ensure all staffs are aware and abide by the security and safety guidelines of Action Against Hunger.
  • In collaboration with Admin/Finance manager, ensure that program budgets are respected, procedures are followed.
  • In collaboration with Admin/Finance manager and Logistics manger, consolidate budget & procurement procedures.
  • Prepare monthly financial projections and forecast and share with the base admin/log
  • Manage the planned activities, budgets, control expenditures and report to base admin/logistics manager.
  • Ensuring all sub-ordinates well informed about the project assistance (agriculture and horticulture packages, livestock, poultry and small ruminants) and its complementary assistance.
  • Facilitate training for project team with support of FSL-DRR department that the activity methodology that will applied in project implementation.
  • Evaluate regularly the qualifications, qualities and motivation of the team.
  • Prepare the distribution plan in collaboration with the relevant department.
  • Submit the request for cash distribution (cash grant for MSMEs) according to the distribution planned.
  • Submit weekly reports concerning about implementation and site situation and context update.

Objective 6: MEAL and Ensure and respect security rules:

  • Coordinate with Monitoring, Evaluation, Accountability and Learning (MEAL) department to develop and finalize project monitoring plan and support the team for the orientation on the kobo system using. 
  • Follow the project indicators and monitor the facilities (execution delays, quality of the facilities…) with ACF tools
  • Ensure beneficiaries are aware of ACF’s Feedbacks and Complaints Response Mechanisms (FCRM) and that these are accessible to targeted beneficiaries and communities
  • Support the MEAL department to ensure that all beneficiaries’ complaints are addressed
  • Integrate MEAL recommendations into project implementation if there are any
  • Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshop
  • Coordinate with the MEAL department and the feedback mechanism
  • Check the quality of databases of beneficiaries that registered from the field by kobo system
  • Follow up with the MEAL department on PDM surveys and PDM reports and consolidate into quantitative APR.
  • Share the movement plan with security manager on weekly basis
  • Respect security movement plan
  • Ensure that security procedures and guidelines are followed
  • Inform project staff about any security incident happened in the targeted area
  • Inform his/her line manager about any security incident in a timely manner
  • Follow up with the HAS department regarding security in the area of implementation and safety movement of the team.

Job Requirements:

  • Bachelor`s degree in agriculture, disaster management, development studies, or related fields from a reputed university:
  • A minimum of 3 years of experience in program management positions in international NGOs.
  • Working experience in agriculture and livestock sectors especially horticulture, greenhouses installation, backyard poultry, and small ruminate packages would be an advantage.
  • Good knowledge of humanitarian standards and principles including international and national humanitarian laws and policies (humanitarian principles).
  • Good organization, planning, and reporting skills
  •  Good level of knowledge in need assessment and market assessments
  • Autonomous and able to make a deceive decision 
  • Good at team management and have a positive attitude
  • Fluent English in speaking and writing
  • Good computer skill and data analysis skills
