Job Descriptions:

The Project Manager will oversee and manage the implementation of a nationwide technical examination system for vehicles in collaboration with the Ministry of Transport. This system aims to ensure annual vehicle inspections for compliance with technical and environmental standards, contributing to road safety and environmental sustainability.

 

Key Responsibilities:

  • Develop comprehensive project plans, including timelines, resource allocation, and milestones, aligned with the objectives of the Ministry of Transport.
  • Serve as the primary point of contact between Sayas Group, the Ministry of Transport, and other stakeholders to ensure seamless collaboration and project success.
  • Supervise the establishment of vehicle technical examination centers across Afghanistan, ensuring compliance with national and international standards.
  • Allocate and manage human, financial, and material resources effectively to meet project requirements.
  • Establish a framework to ensure all vehicles undergo mandatory technical examinations annually.
  • Ensure adherence to Afghan laws, regulations, and international standards for vehicle technical inspections.
  • Identify project risks and implement mitigation strategies to ensure timely delivery and quality outcomes.
  • Oversee the design, construction, and operationalization of inspection facilities, including testing equipment and digital systems.
  • Develop systems for collecting and analyzing vehicle inspection data to monitor compliance and identify trends.
  • Prepare and manage project budgets, ensuring efficient utilization of funds and adherence to financial policies.
  • Implement quality control measures for all technical examination procedures and infrastructure.
  • Lead and mentor project teams, fostering a culture of collaboration and accountability.
  • Ensure that project activities align with environmental protection regulations and promote sustainability.
  • Communicate project objectives to local communities and address any concerns to foster support and cooperation.
  • Prepare and submit regular progress reports, including technical and financial updates, to Sayas Group management and the Ministry of Transport.
  • Organize training for technical staff to ensure proper operation of inspection centers and adherence to examination standards.
  • Implement advanced digital systems for vehicle inspection records, ensuring efficient data management and accessibility.
  • Continuously monitor project progress against set goals, resolving issues promptly and optimizing processes.
  • Conduct periodic audits to ensure that all inspection centers maintain the highest operational and technical standards.
  • Ensure that all project deliverables, including operational inspection centers, are handed over on time and within scope to relevant authorities.

 

Reports to: Chief Operation Officer

 

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Project Management, or a related field (Master Preferred).
  • Minimum 8-10 years of experience in managing large-scale infrastructure or technical projects.
  • Familiarity with vehicle inspection systems and transport regulations is a strong advantage.
  • Proficiency in project management tools and technical reporting; understanding of inspection equipment and systems.
  • Strong leadership, problem-solving, and communication skills.
  • Excellent data interpretation and reporting skills.
  • Ability to handle confidential information with discretion.
  • Excellent organizational and time-management skills to handle multiple tasks efficiently.
