Job Descriptions:

Job Purpose:

Plans direct and coordinate all procurement/logistics process. Oversee and implement all procurement, logistics, and supply chain management daily activities in the field level includes proper asset/inventory, fleet, transport and management and reporting to the relevant unit Manager of Logistic department based in Kabul.

Main Duties & Responsibilities:

The Sr. Logistic officer will be responsible for carrying the following logistical & procurement activities and not limit to:

Procurement:

  • Purchase goods or services in the best interest of beneficiaries, donors and International Medical Corps, this includes obtaining quality goods and services in needed quantities to be delivered at the required time and place as per specification set forth by the requestor.
  • Obtain best value for money and favorable terms in the best interest of International Medical Corps, donors, and beneficiaries.
  • Properly and adequately document each procurement, maintain records segregated per project.
  • Communicate with other departments through the procurement action until goods are delivered or services are complete by maintaining an accurate and complete, appropriate Procurement Tracking System online. Provide needed response to question regarding the procurement action.
  • Make sure the smooth running of the office and project related sites by procuring furniture, office supplies, equipment and any other goods/supplies required by the program on timely manner, adequate quality, and overall cost effectiveness
  • Make sure all procurement process is documented and filed in according to IMC procurement policies and procedures
  • Implements, controls and maintains an effective and comprehensive procurement records and tracking sheet.
  • Make sure IMC donor’s rules and regulation are properly followed while procuring goods and services
  • To establish effective channel between the suppliers, program and finance
  • Make sure IMC procurement policies and procedures are properly followed for all procurement purposes. 
  • To share all bulk and important procurements with country procurement team.

Logistics:

  • Manages and oversee site asset and inventory records and reporting system
  • Manges site store, warehouse all activities and to see storekeeper or warehouse store in charge follows warehouse guideline procedures.
  • Manages vehicle fleet and drivers and transportation unit
  • Manages all properties lease agreements
  • Manages all subordinate staff daily activities and provide appropriate job description

Other Requirements:

  • To maintenance proper records and filing system.
  • To establish close coordination with program and other team including country relevant departments.
  • Arranges importation of goods and ensures clearance through customs when required.
  • Ability to cope with stressful situations and work with limited resources.
  • Outstanding organizational skills.
  • Excellent communication skills, both oral and written.
  • Excellent self-motivation skills.
  • Experience in effectively dealing with other IMC offices staff. 
  • Ability to exercise sound judgment and make decisions independently.
  • Creativity and the ability to work with limited resources.
  • Must work independently under difficult conditions.
  • To do other tasks assigned by the supervisor.
  • Provide weekly, monthly accurate activities report to site immediate supervisor and country operations department.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity

Job Requirements:

Qualifications:

  • University graduate from a recognized University in Business Administration, business management.

Experience:

  • At least 3 years of experience in Logistic/Procurement field in similar roles in INGO/NGO.
  • Expertise in Microsoft Office including Word, Excel, PowerPoint Excel and internet is required.

Competency:

  • Good staff management, planning and organizing skills with strong command of context analysis, security management, networking, and collaboration.
  • Communication skills and strong local language correspondence skills. Particularly in fluency in English, Dari and Pashtu speaking /writing skills are required.
  • Ability to write logical, clear, and concise reports.
