About Agricultural Development Fund:

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural Islamic financing  to  end-Agribusiness  at the farm level.

Job Descriptions:

  • Manage and lead a team of lending officers in all regions.
  • Build and maintain contacts and relationships in the business community and with potential clients; monitor developments in the market place; promote the ADF.
  • Work closely with loan officers on the loan origination, appraisal and analysis of loans.
  • Prepare and/or review credit packages; conduct site visits.
  • Coordinate and manage Internal Review Committee and schedule Technical Review Committee meetings; work in collaboration with Credit Administration.
  • Hold primary responsibility for the complete loan cycle of all the ADF’s clients; work closely with other units to ensure the timely disbursement and repayment of loans.
  • Collaborate with Risk Management to evaluate and manage a portfolio of loans; periodically review loan products and changes in the market; make suggestions for changes.
  • Train and coach loan staff.
  • Any other task assigned by Supervisor.

Job Requirements:

  • MBA Degree in economics, & Professional Certifications in Accounting/Finance/Banking.
  • Experience: At least 3-5 years experience with a track record of managing progressively increasing lending responsibilities in the banking sector.
  • Knowledge: Accounting, QuickBooks, MS Office, and other lending-specific software
  • High integrity level and strong leadership skills with the capacity to build employee engagement and develop employee potential.
