About Rehabilitation Association and Agriculture Development for Afghanistan (RAADA):

Rehabilitation Association and Agriculture Development for Afghanistan (RAADA) started its humanitarian activities in 2002. As a local Non-Governmental Organization (NGO), RAADA began working in Herat province and extended its activities to western Afghanistan (Herat, Farah, Ghor, and Badghis provinces). Its Vision is “Poverty no Longer Exists in the World” and its Mission Statement is “Mitigating Poverty and Contributing to Reconstruction and Development Process in Afghanistan through Community-based Solutions and Interventions.”

Having a good analysis of the community needs, qualified staff, and sound management procedures, RAADA has designed and implemented various projects on Livelihood, Agriculture and Animal Husbandry, Human Rights, Women Empowerment, Disaster Risk Reduction, Water Supply, Health, and Hygiene ... with the financial support it has received from CAID, JICA, Tawanmandi-DFID, US Embassy, UNHCR, WAR CHILD UK, UNFAO, WFP, WHH, DRC, VDT, Italian Cooperation, IRC, CRS, and AKF.

Job Descriptions:

The Admin-HR Officer will be responsible for ensuring the smooth and efficient functioning of the organization’s administrative and human resource operations. The ideal candidate will play a key role in implementing HR policies, managing recruitment processes, maintaining employee records, and ensuring compliance with organizational policies and legal requirements.

Key Responsibilities:

Administration:

  • Oversee daily office operations, ensuring all administrative systems function effectively.
  • Manage office infrastructure, including facilities, equipment, and supplies, to maintain a productive work environment.
  • Develop, implement, and maintain comprehensive filling & record-keeping systems (physical and digital).
  • Plan and coordinate internal and external events, meetings, and workshops, including scheduling, venue arrangements, travel logistics, and preparation of materials (with the support of the logistics department).
  • Liaise with service providers and vendors for office maintenance, IT support, and other essential services.
  • Monitor and manage budgets related to office supplies and facilities.
  • Ensure compliance with administrative policies and procedures, updating them as necessary.
  • Supervise support staff (Cleaners, cooks, and drivers); and suggest ways to bring efficiency to their work and monitor their performance
  • To ensure all legal obligations of the organization (rental agreement, maintenance contracts, tax payments…) are fulfilled and renewed promptly and recorded regularly
  • To control the recording and updating of the inventory of the fixed assets of the office

Human Resources:

  • Drive the end-to-end recruitment process: create job postings, screen applications, conduct interviews, and finalize hiring decisions.
  • Conduct onboarding and orientation for new employees to integrate them effectively into the organization.
  • Maintain detailed employee records, including personal information, job descriptions, payroll data, attendance, and performance evaluations.
  • Oversee performance management processes, including setting KPIs, organizing regular performance reviews, and recommending promotions or corrective measures.
  • Facilitate conflict resolution and employee relations, ensuring open communication channels and addressing grievances promptly.
  • Develop training programs and organize workshops to enhance employee skills and professional growth.
  • Conduct regular compliance checks to ensure HR policies align with current labor laws and organizational standards.
  • Coordinate payroll processes, ensuring accuracy in salary calculations, deductions, and timely payments.

General Duties:

  • Act as the main point of contact for HR and administrative inquiries, providing guidance and support to staff.
  • Collaborate with leadership to identify and implement initiatives that improve organizational culture and employee engagement.
  • Assist in drafting and implementing policies to enhance operational efficiency and employee satisfaction.
  • Foster relationships with external stakeholders, including recruitment agencies, training providers, and government bodies.
  • Stay updated on emerging trends in HR and administration, recommending and integrating best practices into RAADA’s operations.

Job Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field from an accredited university
  • Minimum of [3 years] proven experience (HR Letters to be included) in a similar position with NGOs
  • Knowledge of labor laws and HR best practices
  • Fluency (Excellent) in English language, written and oral
  • Proficiency in MS Office package
  • Strong organizational and problem-solving skills
  • Excellent interpersonal and communication skills
  • Ability to handle confidential information with discretion
