About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Job Summary:

The Project Manager will serve as leading of the project to which assign by PMO directorate, ensuring seamless communication and coordination. The incumbent will have comprehensive control and oversight of all project aspects, and be well-versed in governmental rules, regulations, and community changes.

Key Responsibilities:

  • Review and coordinate detailed project plans, including timelines, milestones, and resource allocation,
  • Oversee the execution of projects to ensure they are completed on time, within scope, and within budget.
  • Act as the primary point of contact between Contractor and MEW.
  • Facilitate communication and collaboration between internal and external stakeholders.
  • Contractor and MEW directorate.
  • Maintain a comprehensive understanding of all project-related information and knowledge areas.
  • Ensure that project documentation is complete, up-to-date, and accessible to relevant stakeholders.
  • Share best practices and lessons learned with the project team and other departments.
  • Stay informed about the latest governmental rules and regulations affecting the project & ensure
  • That all project activities comply with applicable laws and regulations. Prepare regular (weekly, monthly, quarter & annual) progress reports for PMO.
  • Document project activities, decisions, and outcomes, maintain accurate records of project expenditures and financial transactions.
  • Lead and mentor project team members to ensure high performance and professional growth.
  • Review and manage project budgets, ensuring cost-effectiveness and efficiency.
  • Monitor and control project expenditures to prevent cost overruns, coordinate with finance teams to ensure accurate financial reporting.
  • Identify, assess, and prioritize project risks & develop and implement risk management plans to
  • Mitigate potential issues.
  • Establish and implement quality assurance processes to ensure project deliverables meet the required standards, conduct regular quality checks and audits.
  • Allocate resources effectively to optimize project performance, monitor resource utilization and
  • Adjust allocations as needed.
  • Address and resolve conflicts within the project team and with external stakeholders.
  • Ensure that project activities are sustainable and have a positive impact on the community.
  • Evaluate the long-term impact of the project and implement improvements as needed.
  • Identify training needs for project team members and stakeholders.
  • Build and maintain strong relationships with government officials and agencies, ensure that project activities align with government policies and priorities.
  • Develop and implement crisis management plans, by the responding to emergencies and

  • Implement health and safety protocols for project staff and stakeholders.

Job Requirements:

Qualifications and Experience:

Bachelor's degree in, civil engineering, electrical engineering, or a related field

Minimum of 7 years of experience in project management, Design & implementation of power Infrastructure project.

  • Strong knowledge of governmental rules and regulations.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proven ability to manage complex projects and lead diverse teams.
  • Proficiency in project management software and tools.
  • Strong analytical and problem-solving skills.
  • Ability to work under pressure and meet tight deadlines.
