Established in 1984, the Leprosy and Tuberculosis Control Organization (LEPCO) has been dedicated to serving affected individuals in Afghanistan, particularly in central and northern provinces. Our operations are primarily based in Mazar-e Sharif, Maidan Wardak, Daikundi, and Ghazni, where we run five specialized clinics.

Job Descriptions:

Job summary:                       

  The Logistics & Procurement Officer is primarily responsible for maintaining office- and clinic-compounds; regular and correct supply of non-medical items on demand and when needed; facility-management of all compounds incl. legal aspects of these LEPCO properties; fleet management; link to Ministry of Economy (registration, visa, etc.) this includes all managerial and administrative aspects of before-mentioned tasks. The incumbent adheres to organizational and project-specific standards while supporting capacity-building efforts

Reports to:                             CEO (hierarchical) / Administrator (functional)

 

Main Responsibilities:

  • Superior of LEPCO support staff (security guards, drivers, caretaking, cook and housekeeping) in Kabul Office; that includes necessary trainings, coaching, moderation
  • Responsibility for the LEPCO vehicles: maintenance and repairs, renewal of licences; fleet management and administration
  • Logistics tasks and guidance in field trips to Hazarajat, Balkh and other areas as needed
  • Transport management and administration (deliveries to field)
  • In charge of the maintenance of all LEPCO compounds including planning and implementing repair works with suitable workmen
  • Keeps inventories up to date
  • Procurement of non-medical items, incl. tendering & transport
  • Serves as main liaison to Ministry of Economy (registration, visas) and other IEA entities as necessary and suitable
  • In charge of insuring that security related technical advice by CEO is continuously implemented and maintained
  • Ensure constant supply of office material in sufficient quality and appropriate qualities
  • Ensure supply of fuel as well as maintenance and repairs for transport, heating, cooking, generator etc.
  • Making errands when needed
  • Organises heating the office during wintertime
  • Guards the compound in case of emergency
  • Accounts expenditures timely, precisely and comprehensively to Finance Assistant and / or superiors, acc. regulations & instructions
  • All relevant recording and reporting of beforementioned activities

 

 

Job Requirements:

Profile:

  • Preparedness to travel to any part of Afghanistan when required
  • Ability to work independently and as a team member
  • Effective team player with good interpersonal and computer application skills; detects and addresses issues independently
  • Fluency in written and spoken English, Pashto and Dari
  • Driving license (passenger vehicles)

 

Experience / Expertise:

  • 5+ years in logistics and administrative roles for international humanitarian or development projects
  • Expertise in designing, implementing, and managing logistics and supply systems from initiation to closeout
  • Skilled in strategic planning, performance measurement
  • Knows all relevant logistical and administrative rules and regulations of main donors as well as of Afghanistan

 

Competencies:

  • Able to see beyond immediate tasks, detect issues and addresses these independently
  • Excellent analytical, moderation, facilitation, and training skills
