Job Descriptions:

The Financial and Administrative Manager is responsible for overseeing and managing all financial, administrative, human resources, transportation, procurement, and operational activities within the organization/project. The role includes ensuring the efficient management of resources, adherence to budgetary constraints, and maintaining the operational integrity of the project.

Financial Planning and Budgeting

  • Develop and implement a structured financial and administrative work plan for the project, ensuring its alignment with overall project objectives.
  • Design and execute expenditure plans at each customs port, taking into account operational needs and specific port-related requirements.
  • Define and monitor the financial requirements of the technical team at each customs port, ensuring proper allocation of resources.
  • Conduct cost forecasting and secure necessary financial resources for the project, ensuring that all budgetary needs are met.
  • Analyze and review discrepancies between projected and actual expenditures, preparing recommendations for corrective actions.
  • Obtain approvals for essential and miscellaneous expenses from relevant authorities, ensuring compliance with internal financial policies.
  • Oversee the procurement and allocation of funds for travel, accommodation, and other logistical needs for the technical team operating at various customs ports.
  • Ensure that all expenditures align with the approved financial plan, maintaining budgetary discipline across all activities.
  • Ensure transparency and accountability in the expenditure process across all customs ports, providing regular reports to management.

Financial Control and Supervision

  • Monitor and control project expenses, ensuring that spending remains within the allocated budget.
  • Prepare and submit regular financial reports to relevant authorities, ensuring accuracy and timeliness.
  • Assess and manage financial risks associated with the project, providing recommendations to mitigate any potential financial disruptions.

Financial Resource Management

  • Track and follow up on payments and receipts, ensuring timely and accurate transactions.
  • Coordinate with banks and financial institutions to secure necessary funding for the project, maintaining positive relationships with financial partners.
  • Oversee project liquidity management, ensuring effective cash flow monitoring and control to meet project operational requirements.

Administrative Affairs Management

  • Prepare and maintain comprehensive job descriptions for all administrative and professional staff, ensuring clarity in role expectations.
  • Lead the recruitment process for necessary staff positions, obtaining approval from the relevant authorities, and ensuring that hiring decisions align with project needs.
  • Coordinate and manage human resource functions, including recruitment, training, performance evaluations, and employee development, ensuring a skilled and motivated workforce.
  • Oversee the management and organization of all project-related documents and records, ensuring compliance with internal and external regulatory requirements.
  • Monitor and review reports related to the expenditures and salaries of administrative and professional staff, ensuring that financial data is accurate and up to date.
  • Propose rewards and disciplinary measures for staff based on performance reviews and organizational needs.
  • Carry out any other administrative or financial duties as directed by senior management or other responsible authorities.

Reports to: Finance Head and Project Head

Job Requirements:

  • Education: Bachelor’s in Business Administration, Finance, Accounting, Master's in Business Administration is prefer
  • Experience: Minimum of 3 years’ experience in financial and administrative management, preferably in a NGO
  • Skills:
    • Strong knowledge of financial management, budgeting, and resource allocation.
    • Expertise in financial analysis and reporting.
    • Proficiency in managing human resources and administrative processes.
    • Strong organizational and time-management skills.
    • Familiarity with local financial regulations and international standards.
    • Proficiency in MS Office Suite (Excel, Word, PowerPoint) and financial management software, specially ERP.
