BuildTech Engineering and Construction Company (BECC) was established to fulfill the very need of standard construction services across the country at the time coalition forces started rehabilitation of Afghanistan. As the nation started its journey towards development and reconstruction, need for quality construction services, was in great demand. BuildTech Engineering and Construction Company (BECC) came into existence carryout the construction in compliance with international quality standards.

As at first BECC was registered with the Afghanistan Investment Support Agency (AISA) and right now it is registered with the Ministry of Commerce and Industries (MoCI). And in the required entities of the international donors hoping to take its part in Afghanistan’s reconstruction and rehabilitation.

BECC is offering its services in following areas of construction: Design, Construction, Power Supply, Telecommunications, Irrigation, Water supply.

Job Descriptions:

The Finance Manager plays a vital role in ensuring the sound financial management of BECC. This position is responsible for establishing and maintaining a strong financial framework, managing QuickBooks, and implementing project-based accounting systems. The Finance Manager will interact daily with team members to address financial matters, including budgeting, bank relations, donor reporting, and audits.

Key Responsibilities

  1. Financial Planning and Management
    • Develop, manage, and monitor annual budgets in collaboration with program and department heads.
    • Provide regular financial reports (monthly, quarterly, and annually) to the Executive Director, donors, and the board.
  2. Accounting and Financial Operations
    • Install, customize, and manage QuickBooks to fit BECC's financial and project needs.
    • Ensure all financial transactions are accurately recorded and in compliance with donor and accounting standards.
    • Create and maintain the general ledger, journal entries, trial balance, and financial statements.
  3. Financial Reporting and Compliance
    • Ensure adherence to Afghan tax laws, labor regulations, and financial reporting standards.
    • Prepare and submit donor financial reports in line with specific grant requirements and reporting timelines.
    • Facilitate and manage audits, ensuring accurate financial records are readily available.
  4. QuickBooks Management and Customization
    • Install and customize QuickBooks software to streamline financial processes for the organization.
    • Implement project-based accounting methods within QuickBooks for accurate expense tracking.
  5. Financial Statements and Ledger Maintenance
    • Prepare monthly, quarterly, and annual financial statements including income statements, balance sheets, and cash flow statements.
    • Ensure the creation and updating of ledger accounts, journal entries, and accurate maintenance of trial balances.
  6. Donor and Grant Management
    • Monitor and track expenses for donor-funded projects to ensure alignment with budget approvals and donor guidelines.
    • Ensure accurate financial reporting to donors, maintaining compliance with grant requirements.

Job Requirements:

Education

  • Bachelor’s degree in Accounting, Finance, or a related field. Master’s degree or professional certifications (e.g., ACCA, CPA, and CMA) are highly preferred.

Experience

  • A minimum of 3 years of experience in financial management, preferably within a construction company.
  • Proven expertise in managing donor-funded projects, including donor compliance and reporting.
  • Demonstrated experience with QuickBooks or other financial software platforms.

Skills and Competencies

  • Strong knowledge of financial management practices and accounting principles.
  • Proficiency in financial software like QuickBooks, Sage, or similar platforms.
  • Ability to prepare, analyze, and interpret financial statements, budgets, and forecasts.
  • Solid understanding of Afghan financial regulations, tax laws, and audit requirements.
  • Strong organizational skills and the ability to manage multiple deadlines in a dynamic environment.
  • Excellent communication, teamwork, and leadership skills.
