About AWEC:

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Descriptions:

Position Objective

The Government Liaison officer is responsible to keep healthy relationships with the Government of the Islamic Republic of Afghanistan and generally with AWEC stakeholders including partners. The position is crucial in terms of reporting the programmatic and operational reporting to the government according to the articles of NGOs law. Additionally, to look after the certain regulatory certifications authorization for smooth implementation of AWEC programs. This position will be responsible to prepare the semester Governmental reports introduction letters permits authorization letters guaranteeing timely submissions and precise collation and consolidation of programmatic and financial information for Government reports. 

Technical Skills:      

  • Develop, maintain, and strengthen contacts with relevant government institutions, authorities, representatives of NGOs, civil society organizations, and resource persons to facilitate access to legal and regulatory information for AWEC in consultation with the Executive Director.
  • Contribute to building a knowledge base for the legal and regulatory context for NGOs through liaison with government agencies.
  • In coordination with Program, Operations, Logistics, Security, and Finance departments, ensure all tax clearances, authorization letters, and licenses are up to date and processed according to plan to prevent delays in renewal processes.
  • Collect relevant information from Programs, Operations, and Human Resources to ensure timely submission of government reports, introduction letters, MOUs, and other relevant agreements, following review by the Executive Director.
  • Work on the development and submission of progress reports, applications, and other periodic reports to relevant ministries.
  • Draft and follow up on agreements, including Memoranda of Understanding (MOUs), introductory letters, and reporting documents, ensuring their fulfillment by both AWEC and corresponding agencies in line with principled humanitarian action.
  • Support field managers in managing governorate-level relationships and resolving issues, in consultation with the Program Implementation Manager.
  • Actively follow up on outstanding applications filed with various ministries and respond promptly to queries from authorities.
  • Facilitate correspondence for Program, Operations, Finance, Logistics, and Security departments with relevant governmental ministries.
  • Secure all required authorizations and permissions, including company licenses, TEVET licenses, tax exemption applications, tax clearances, and vehicle permits, to ensure the smooth implementation of AWEC’s programming and operations.
  • Establish and maintain a database of governmental, NGO, and civil society officials to foster constructive working relationships.
  • Regularly engage with relevant government focal points to sustain positive relations.
  • Serve as a reliable source of information on Afghanistan’s taxation law, procurement law, and other relevant laws and legislations.
  • Represent AWEC in official governmental meetings, fairs, and presentations.
  • Maintain an organized filing system for programs in line with AWEC’s filing policies.
  • Conduct oneself professionally and personally to uphold AWEC’s reputation and humanitarian mission.
  • Any other tasks assigned by the Supervisor.

REPORTING MANAGEMENT

  • Provide orientation to the new recruited AWEC employees of Government process
  • Provide presentation on new amended procedures to the staff;
  • Update the staff on new appointments of officials in relevant governmental administrations
  • Provide weekly/monthly/quarterly report on the performed and completed activities.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Ensure all authorization for security operational tools are up to date in close coordination of Logistics and security manager.

Job Requirements:

Experience and mandatory criteria:

  • Must possess at least a university degree (a degree in Shariah is preferred).
  • 2–4 years of work experience in government relations or relevant sectors with NGOs, INGOs, and international organizations.
  • In-depth knowledge of Afghanistan’s governmental structures, processes, laws, and procedures.
  • Familiarity with Shariah law; a graduate of a Shariah school is preferred.
  • Strong interpersonal skills and the ability to effectively advocate on behalf of AWEC.
  • Comprehensive knowledge of policies and regulations at both national and provincial levels.
  • Fluency in spoken and written Pashto and Dari, with excellent command of English.
  • Proven ability to prioritize tasks and deliver results in a timely and high-quality manner.
  • Strong computer skills, particularly in MS Word and Excel.
  • Excellent team coordination, listening, and consensus-building skills.
