Job Descriptions:

The Finance Assistant/ Cashier is responsible to establish and maintain a proper financial management system based on internationally accepted financial standards. The Admin/Finance officer is responsible to ensure effective, efficient and transparent utilization of financial resources at SROA. He is overall responsible for upward and downward accountability in all financial transactions.

A-General Responsibilities:

 

  • Act according to the policy of SROA
  • Act according to the PSEA/UN Policy.
  • Keep confidential with issues related to SROA
  • Develop Spirit of co-operation and understanding among members of the team 

B-Specific Responsibilities:

 

  • Oversight of daily tasks of Finance department.
  • Assisting SROA Management in development of budgets for the organization as well as for the new projects.
  • Keeping records and data for financial filling systems in soft and hard copies.
  • Updating records of bank statements on monthly basis.
  • Monitor and check the processing of daily vouchers and cash books.
  • Ensure that timely responses are made to departments’ requests/demands.
  • Monitor funds availability to ensure sufficient funds are on hand for disbursements.
  • Tracking records in accordance with budgets and budget variances.
  • Develop and monitor effective filing systems (electronic and physical) for financial information and records of all projects.
  • Monitor the data entry process of financial transactions in financial database.
  • Making cash flow plans for the organization’s (project’s) expenses using budgets and actual cash flow with the support of the management board.
  • Assist arranging wire transfers to sub offices, to implementing partners, employees and or vendors.
  • Assist in filing system, proper filing of financial supporting documentations, tax remittance confirmations, wire transfer confirmations, project agreements and partner agreements in an appropriate manner.
  • Provide and submit monthly financial reports of SROA projects officer.
  • Preparing SROA projects monthly, quarterly, annual and final financial management reports to SROA Management and Donors.
  • Prepare both internal and external monthly/quarterly financial reports of SROA projects.
  • Prepare monthly trial balance reports for project accounts.
  • Ensure that all financial management components of projects are implemented according to donor Admin/Finance and expenditure management law and regulations.
  • Make sure the project national staff monthly remunerations are processed in due time.
  • Assist in preparation and development of budgets for proposals ensuring overreach costs are covered.
  • Make sure the operational budget is updated, and sufficient funds are available to cover the project national staff remunerations, equipment, training cost, petty cash and other expenditures.
  • To continually update operating budget and prepare for its review by projects officer. And other relevant employee of the organization in every month.
  • Hold and facilitate regular working meetings on the project’s implementation progress.
  • Attend regular SROA working meetings and provide reports on the related financial issues and make sure decisions are followed-up.
  • To supervise and train all Finance unit staff.
  • Train project field coordinators on how to monitor their budgets, code expenses and the proper use of project financial forms.
  • Identify financial problems, if any, review action plan to resolve them.
  • Make sure that the project special account is replenished and that the payments are made in due time.
  • Examine and certify financial summaries and supporting documents for validity, accuracy, budget coding, completeness in compliance with agreed financial systems and procedures. Follow up and resolve problems as necessary.
  • Cooperate in preparation of the budgetary forecasts for the project expenses with relevant
    program staff with controlling and verification of inventory, petty cash and payroll verification.
  • To prepare monthly Reconciliation Files.
  • Recommendations for financial procedures and controls that meet Generally Accepted Accounting Practices.
  • Develop bookkeeping process.
  • Processing daily payments.
  • Maintain all cash registers accurately and efficiently.
  • Issue receipts, refunds and credits due to customers.
  • Count money in cash drawers at the beginning of shifts to ensure that amounts are correct and that there is adequate change.
  • Maintain clean and orderly checkout areas.
  • Resolve customer complaints.
  • Establish or identify prices of goods, services or admission, and tabulate bills using calculators, cash registers.
  • Calculate total transaction cash flow (in-out) on daily/weekly basis and reconcile this with total amount.
  • Keep periodic balance sheets of amounts and numbers of transactions
  • Preparation of monthly activities report to line supervisor.
  • Perform other duties assigned by the line supervisor.

Job Requirements:

Qualifications and Position’s Requirements:

  • BBA (Specialized in Admin/Finance) preferably Chartered Accountant with 2-3 years of working experience with NGOs, UN agencies or government in financial management positions.
  • Excellent language skill of English, Dari and Pashto.
  • Very good computer skills, MS- Office Package (Word, Excel, Access and Power Point)
  • Well experienced in operating accounting software.
  • Excellent time management skills.
  • Excellent conflict management and troubleshooting skills.
  • Ability to travel extensively within Afghanistan.
  • Active team builder / player.
  • Excellent business communication skills.
  • Ability to perform multiple tasks simultaneously.
  • Excellent financial analysis skills.
