SCOPE OF WORK:
The Human Resources Manager is responsible for leading, managing, and strengthening all HR operations at ASLO to support the organization’s goals. The role ensures compliance with Afghan labor laws and organizational policies, oversees the full employee lifecycle, and creates an inclusive and positive work environment. The HR Manager plays a strategic and operational role in recruitment, employee relations, staff performance, HR systems, and policy development.
Responsibilities:
Manage the full recruitment cycle: job advertising, CV screening, shortlisting, testing, interviews, selection, and onboarding.
Coordinate with department heads to assess staffing needs and job descriptions.
Prepare and issue contracts, guarantee letters, and process reference/background checks.
Ensure that accurate and updated job descriptions are in place for all positions.
Organize and conduct comprehensive orientation sessions for all new staff.
Maintain a recruitment tracker and generate monthly staffing status reports.
Draft and manage employment contracts, amendments, and extensions.
Track employee contract periods and proactively address renewals or terminations.
Maintain complete and updated employee personnel files (both digital and hard copy).
Ensure that policies, contracts, and procedures comply with Afghan labor laws and NTA guidelines.
Handle employment verifications, promotions, transfers, and terminations in coordination with management.
Design, implement, and manage performance management systems and tools.
Coordinate regular performance appraisals, probation evaluations, and development plans.
Identify staff training needs and facilitate internal and external capacity-building opportunities.
Promote a performance-driven culture through objective setting and regular feedback.
Develop, review, and update HR policies and procedures in line with local laws and best practices.
Ensure transparent, fair, and consistent application of HR policies across all offices.
Provide guidance to management and staff on HR policy, labor law, and disciplinary matters.
Promote diversity, inclusion, and gender equity in recruitment and daily HR practices.
Address staff complaints, disputes, and grievances professionally and confidentially.
Conduct disciplinary investigations and recommend appropriate actions in line with policy.
Ensure exit interviews are conducted and staff offboarding is handled smoothly.
Support initiatives that foster a positive, respectful, and safe work environment.
Ensure an efficient HR Information Management System (HRMIS) is maintained.
Track leave, attendance, overtime, and other employee data accurately.
Generate regular HR reports for internal and donor use, including staffing statistics and organizational charts.
Supervise the secure storage of all HR records, with proper back-up systems in place.
Represent HR in meetings and liaise with other departments to support organizational needs.
Supervise HR team members and ensure clear delegation of tasks.
Provide strategic HR advice to senior management as required.
Conduct field visits to project sites to support HR compliance and capacity-building.
Participate in organizational development, planning, and compliance initiatives.
Support the digitalization and automation of HR processes.
Perform any other duties assigned by the Executive Director.
Qualifications and Requirements:
Bachelor’s degree in Human Resource Management, Business/Public Administration, or a related field. A master’s degree or professional HR certification (e.g., SHRM, CIPD) is an asset.
Minimum of 5 years of progressive HR experience, preferably with national or international NGOs.
Technical Skills:
Strong knowledge of Afghanistan labor laws, NTA, and HR best practices.
Familiarity with HRMIS and office software (MS Office, especially Excel, Word, Outlook).
Experience with payroll systems and performance management frameworks.
Languages:
Fluency in Dari, Pashto, and English (spoken and written) is required.
