Job Descriptions:

Job Purpose:

The MEAL Officer supports program quality and effectiveness by implementing systems for monitoring, evaluating, and reporting on project outcomes. The officer ensures accountability to stakeholders and beneficiaries and contributes to learning for future program improvements.

Key Responsibilities:

Monitoring and Evaluation:

  • Develop and implement MEAL plans in coordination with program teams.
  • Support the design of logical frameworks, indicators, and tools for data collection.
  • Conduct regular field visits to monitor project implementation and collect quantitative and qualitative data.
  • Maintain accurate databases and dashboards for tracking project performance.

Accountability:

  • Set up and maintain feedback and complaint response mechanisms (FCRM) in line

with organizational standards.

  • Ensure that beneficiary feedback is documented, responded to, and used to improve programs.
  • Promote accountability principles among staff and partners.

Learning and Reporting:

  • Analyze data to identify trends, successes, challenges, and lessons learned.
  • Produce timely and high-quality reports for internal stakeholders, and partners.
  • Support program teams in the development of case studies, success stories, and learning briefs.
  • Participated in related meeting (consortium, cluster, sectorial, community).

Capacity Building:

  • Provide training and technical support to staff and partners on MEAL tools and methodologies.
  • Encourage a culture of learning and reflection across the organization.

Job Requirements:

Qualifications and Experience

  • Education: Bachelor’s degree in social sciences, Business Administration, development studies, statistics, or a related field.
  • Experience: Minimum 3 years of experience in MEAL roles in the humanitarian or development sector in NGOs.
  • Technical Skills:
    •  Strong knowledge of MEAL methodologies, tools, and standards (e.g., Sphere, Core Humanitarian Standard).
    • Proficiency in data collection and analysis tools (e.g., Kobo Toolbox, Excel, Power BI, SPSS, or similar).
  • Languages: Strong report-writing and communication skills in required English, Dari, Pashto.
  • Soft Skills: 
    • Strong leadership, negotiation, and cultural sensitivity.
    • Ability to work under pressure and independently.
  • Desirable Attributes:
    • Experience working in community-based programs or with local NGOs
    • Cultural sensitivity and the ability to work with diverse communities.
    • Problem-solving and analytical skills.
  • Working Conditions
    • Based in Daikundi Province with frequent travel to Kabul and rural sites.
    • Adherence to strict with the NQA policies and guideline.
    • Commitment to NQA’s values.
