Job Descriptions:

Scope of work:   

ASLO has an extensive and a good track record in implementation of educational support programs funded by donors in Logar province. ASLO in cooperation will implement education Global Partnership for Education (GPE) in 5 locations of Logar province, namely, Kharwar, Barak-i-Barak, Khosho, Pule Alam, and Mohammad Agha districts of Logar province. This position is responsible for mobilization activities in Community Based Education (CBE) in Logar districts.

Under the overall supervision of the Provincial Education Manager and Education Officer, The WASH Assistant is responsible for ensuring qualitative and ontime implementation of WASH component for the children enrolled in community-based education (CBEs). He/she shall coordinate and supervise the WASH plan and undertake mobilization process to enable the communities to discuss, prioritize and prepare for WASH issues so that children are safe in the learning spaces.  Engineer (WASH Assistant) is responsible for overall survey, design, implementation, monitoring of WASH repated construction and repair projects and activities in the selected districts of Logar province. She/He will be also responsible for providing technical support to the field team to ensure all construction and repair work of project are done according to the design and drawings and have smooth progress as per project timeline and requirement and timely reporting on progress.

He/She is also responsible for providing technical guidance and support to WASH team involved in implementing the Hygiene Promotion activities of the WASH component of the donor in coordination with the Construction Sector of ASLO and with the Provincial Education Manager

The WASH Assistant Engineer will report to the Provincial Education Manager and Construction Department of ASLO Kabul Office.
 

Responsibilities:

  • To facilitate to documentation and planning of all planned activities.
  • Prepare and develop quality design package (drawings, BoQs and technical specifications) for the construction and rehabilitation of CBE repairs, latrines construction, WASH related construction and sanitation work.
  • In close collaboration with the provincial team, ensure the details of the BoQs and drawings are finalized and stamped.
  • Together with school management shura conduct community consultation meetings in each target community to verify the locations for improvements
  • Consult students both boys and girls for the WASH component. The final decision on selection should include women’s feedback and shura agreement.
  • Follow up pre-, during and post-construction
  • Develop all necessary monitoring and supervision tools used for construction & rehabilitation projects.
  • Ensure quality implementation of construction works with respect of specifications and timeline of implementation.
  • Check the quality of the materials provided by the supplier and contractor and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.
  • Working directly with community groups to continue to improve attitudes and understanding of WASH /Hygiene behavior.
  • Actively promote and explain community participation and create sense of ownership among the communities.
  • To collect and submit to QC & QA Engineer proper and updated records/data/reports of all activities in the projects and assist in analyzing the data.

Job Requirements:

Qualifications & Requirements:

  • Bachelor degree in relevant engineering field, civil engineering.
  • Knowledge of MS Office and statistical programs and AutoCAD.
  • At least 3 to 4 years’ experience as WASH Engineer.
  • Experience in community-based repair, construction in education project located in rural and hard to reach areas.
  • Full knowledge of community-based education and its WASH components.
  • Experience of preparation of presentations, reports, and teaching to is advantageous.
  • Experience in the field of monitoring and ability to travel to the project sites.
  • Strong planning and organizational skills.
  • Excellent analytical and problem-solving abilities.
  • Patience and resilience.
  • Great conflict resolution skills.
  • Ability to frequently travel to the target communities in the districts.
  • Strong mobilization and communication skills.
