The Afghanistan Institute for Civil Society (AICS) is a nationally recognized organization committed to strengthening the role of non-governmental organizations (NGOs) in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.

Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.

Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.

  • To support and implement effective education programs across ECD, CBE, and ALP, aimed at improving access to and the quality of learning for Afghan children and youth.
  • To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
  • To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
  • To promote transparency, accountability, and quality standards among NGOs operating in Afghanistan through the application of certification systems and good governance practices.
  • To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.

Job Descriptions:

The District Teacher Educator, Education (DTEE) is a member of the AICS Education team, working under the direct supervision of the Provincial Senior Officer, Education (PSOE) / Provincial Officer, Education (POE) and will closely engage and work with the Schools2030 National Coordinator. He/she will be responsible for roll out and coordination of Schools2030 in his/her respective district. The DTEE will closely cooperate  with local education stakeholders including the Provincial and District Education Directorate (PED/DED), School Management Teams (SMT), School Management Shuras (SMS), and other AICS staff. He/She will connect Schools2030 schools to the national and global network of Schools2030.

Capacity Building

  • In collaboration with the PSOE and PEM, organize and facilitate design workshops with School2030 schools and DEDs to identify key challenges to learning and design relevant solutions.
  • Conduct or organize capacity building trainings for School2030 SMT and teachers based on identified gaps and needs emerging from design/Human Centered Design workshops with schools.
  • Train and provide ongoing support to SMT and teachers on the implementation and use of PROMISE3 or KOBO for iterative programme delivery.
  • Train SMT and teachers on the implementation of formative assessments of students using the students assessment tools provided by KOBO or PROMISE 
  • Provide technical support to SMT and monitor the utilization of the Flexible Response Funds mechanism to implement solutions which are developed based on HCD.
  • In close collaboration with the SMT and DEDs, identify best practices and actively promote the exchange and sharing of these with other Schools2030 schools and other neighbor schools in the respective district.
  • In close collaboration with the SMT and DEDs, identify best solutions to be presented at the annual district, provincial and national School2030 forums Provide technical support to SMT and teachers in preparing pitches of their solutions.
  • In consultation with the PSOE, prepare mentoring and activity plans (monthly, quarterly, and yearly) and mentor SMT and teachers on implementing best practices.
  • In close collaboration with SMT, conduct awareness campaigns on inclusive, equitable and safe learning environments, and student enrolments and attendance.
  • Support SMT with reactivating and establishing Teacher Learning Circles (TLCs) at School2030 schools and strengthening the TLC system; and
  • Support SMT with the development of yearly and multi-yearly school development plans aligned with the objectives of Schools2030.                                                                                                                                                        

Reporting

  • Regularly review and reflect upon the quality and impact of the program and prepare future plans to ensure timely project implementation as per the Yearly/Project Plan of Operation (YPO).
  • Identify and report best practices in their coverage district to be used in exchange and exposure visit programs.
  • Work closely with AICS to collect the required school level data to be entered into KOBO or PROMISE3 application and MIS as per donor requirements in coordination with M&E staff and PSOE.
  • Collect success stories, lessons learned, and any other documents requested by donors.
  • Provide monthly reports to PSOE /National Education Coordinator (NEC) based on each mentoring and activity plan; and
  • Represent the AICS Education program at meetings, education events/campaigns, and other education relevant interventions at school and community level.
  • Any other task assigned by supervisor.

Child Protection

  • Carry out the responsibilities of the role in a way which reflects AICS’s commitment to protecting children in accordance with the AICS Child Safeguarding Policy and advocates for the rights of children; and
  • Report any breaches of the Child Safeguarding Policy to the district-level child protection focal point.

Job Requirements:

  • Work closely with other AICS in the district to develop better synergy of work; and
  • Be able to travel to other provinces for training and exposure visits. Focused, familiar in working long hours both at the field and office levels. Manages multiple procurement and logistics tasks efficiently, plans and prioritizes work to meet deadlines under pressure.
  • Good personal organization, interpersonal and communication skill 
  • Strong communication skills with different education stakeholders. Outstanding planning skills to ensure the timely implementation of project plans; and
  • Proven ability in managing and implementing logistics &
  • Outstanding technical skills on conduction assessments and studies; and
  • Strong computer skills on MS word and Excel programs and mobile application skills and experiences.
  • Good oral and written communication skills in Dari and English languages.
  • Excellent understanding of issues facing improving education at school level.
  • Accountability, honesty, and time management;
  • Maintain good behaviour with all education stakeholders including PED/DED Academic Supervisors and Social Mobilizers, SMT, School Management Shuras, community members.
  • Exercise patience and professionalism;
  • Be creative and innovative in addressing education challenges and problems; and outstanding coaching and mentoring skills.
