About Social Change for Afghan Women Organization (SCAWO):

SCAWO established in 2014 and registered with the Ministry of Economy, is a national non-governmental and non-profit organization dedicated to supporting vulnerable Afghan populations, particularly women and marginalized groups. SCAWO focuses on emergency response, health services, food security, and psychosocial support. Through mobile health clinics, psychosocial care, distribution of essential items, WASH services, and multipurpose cash assistance, SCAWO delivers life-saving support across Afghanistan. The organization also promotes youths’ participation in crisis response and ensures community accountability through inclusive planning and feedback mechanisms.

Job Descriptions:

The Distribution Officer will be responsible for the effective planning, implementation, and monitoring of all field-level distribution activities under the emergency response project in Kandahar Province. This includes organizing and executing the distribution of food, non-food items (NFIs), emergency shelter kits, WASH/menstrual hygiene materials, and supporting multipurpose cash assistance (MPCA) distribution activities. The Distribution Officer will ensure compliance with humanitarian standards, safeguarding protocols, documentation requirements, and coordination with communities and local authorities.

Job Requirements:

1. Purpose of the Position

The Distribution Officer will be responsible for the effective planning, implementation, and monitoring of all field-level distribution activities under the emergency response project in Kandahar Province. This includes organizing and executing the distribution of food, non-food items (NFIs), emergency shelter kits, WASH/menstrual hygiene materials, and supporting multipurpose cash assistance (MPCA) distribution activities. The Distribution Officer will ensure compliance with humanitarian standards, safeguarding protocols, documentation requirements, and coordination with communities and local authorities.

 

2. Key Responsibilities

Planning and Coordination

  • Support the Project Manager in developing detailed distribution plans, schedules, and delivery timelines for food, NFIs, emergency kits, and hygiene materials.
  • Coordinate with warehouse personnel and logistics teams to ensure timely delivery and availability of distribution items.
  • Identify and assess distribution points in consultation with community elders, authorities, and local representatives.
  • Ensure proper documentation, safety, and suitability of distribution sites based on context and gender sensitivity.

Distribution Implementation

  • Supervise and manage all physical distributions of food, NFIs, shelter kits, hygiene kits, and MPCA, ensuring organized and safe delivery to eligible beneficiaries.
  • Ensure crowd control, equitable access, prioritization of vulnerable individuals, and the application of gender-sensitive practices at all distribution points.
  • Maintain daily attendance, distribution logs, and beneficiary signature sheets.
  • Organize and supervise the work of loaders/unloaders and casual laborers during offloading, repacking, and item sorting.
  • Monitor adherence to safety and hygiene protocols during distribution, including physical distancing, and environment management.
  • Ensure the visibility of donor and SCAWO branding across distributed items and communications materials.

Accountability and Community Engagement

  • Liaise with Community Mobilizers to ensure beneficiary lists, targeting, and attendance sheets are accurate and verified.
  • Establish and maintain clear and accessible complaint and feedback mechanisms at distribution sites.
  • Collect and respond to beneficiary feedback and report major concerns or irregularities to the Project Manager.
  • Coordinate closely with women leaders and elders to ensure women, girls, and marginalized individuals receive fair and appropriate support during distributions.

Monitoring, Documentation, and Reporting

  • Maintain updated distribution records and prepare daily field reports, stock movement records, and handover documents.
  • Ensure accurate reporting on quantities delivered, distributions completed, items pending, and discrepancies.
  • Support third-party monitoring visits, spot checks, and assessments conducted by MEAL teams or donors.
  • Provide inputs to weekly, monthly, and final project reports as requested by the Project Manager.

Government and Humanitarian Coordination

  • Coordinate with community councils, and government departments as needed in close collaboration with the Project Manager.
  • Support the Project Manager in ensuring that all distribution-related activities are aligned with humanitarian coordination standards
  • Represent SCAWO’s distribution activities during local coordination meetings when delegated.

Logistics and Compliance

  • Work closely with logistics and finance teams to ensure accurate records of distributed stock and logistical costs.
  • Ensure that all distributions follow donor and SCAWO guidelines for documentation, compliance, and transparency.
  • Support post-distribution monitoring activities and contribute to lessons learned sessions and after-action reviews.
  • Assist in verifying warehouse stock levels and supporting regular inventory reconciliations.

Safeguarding, Protection, and Gender Sensitivity

  • Ensure that distributions are conducted in a dignified, inclusive, and conflict-sensitive manner.
  • Proactively identify and address protection concerns and refer cases as necessary.
  • Comply with safeguarding and PSEAH protocols and ensure that distribution environments are safe for women, girls, and persons with disabilities.

 

3. Qualifications and Experience

Education

  • Bachelor’s degree in Logistics, Business Administration, Humanitarian Affairs, or related field (or equivalent experience in field operations)

Experience

  • Minimum of 3 years of relevant experience in humanitarian logistics or distributions in emergency or recovery settings
  • Experience with food, NFI, hygiene/WASH kit distributions, and/or cash transfer programs in insecure or hard-to-reach areas
  • Prior experience in implementing emergency distributions in Kandahar Province is required
  • Familiarity with donor distribution standards (e.g., WFP, UNICEF, UNHCR, IOM) and accountability practices
  • Proven track record of managing community-based distributions with strong documentation and reporting

Skills and Competencies

  • Strong organizational and problem-solving skills under pressure
  • Excellent communication, negotiation, and interpersonal skills
  • Basic understanding of MEAL processes and safeguarding principles
  • Fluency in Pashto and Dari required; basic English proficiency preferred
  • Basic computer literacy (Excel, Word, and Kobo or similar data collection tools)

4. Working Conditions

This position is based in Kandahar Province with frequent travel to field distribution sites, including remote or insecure areas. The role requires flexibility, long working hours during distributions, and strict adherence to SCAWO’s operational and security protocols.
