Backgrounds
Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment.
It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulations and policies; and develop a progressive and inviting fiscal regime
Objective: Improve and expedite the process of preparing, regulating, and managing mining projects for the purpose of contracting small-scale mining.
Specialized tasks:
1- Cooperation in identifying and prioritizing contractable mining projects: Collecting necessary information and data and conducting preliminary surveys to identify mines with investment potential, considering economic potential, geographical location, and environmental and social issues.
2- Cooperation in preparing and arranging contract documents and drafts in accordance with principles: Preparing and arranging a standard contract draft and format based on applicable laws of the country, ministry policies, and compliance with environmental and social standards with the aim of transparency and improvement of work affairs.
3- Cooperation in evaluating documents and proposals of applicant companies: Reviewing the technical, financial, and legal capacity of domestic companies applying for small-scale mining contracts according to the previous eligibility form and scoring matrices.
4- Cooperate and participate in evaluating proposals and submitting reports to the General Directorate of Cadastre and Minerals Regulation and the Ministry: Actively participate in meetings and committees to evaluate proposals and evaluate them according to the criteria of the Standard Matrix of Scoring and submit reports for approval by the competent authorities.
5- Cooperate in the continuous evaluation of the performance of contracting companies based on the reports of regional supervisory boards, review the implementation of obligations contained in the extraction plans, the environment and prepare regular reports with comments and suggestions and corrective actions or termination of the contract in case of violation.
6- Receive international criteria for evaluating proposals and criteria for determining royalty for minerals in mining projects.
Management Duties:
1. Prepare and arrange monthly, quarterly and annual work plans in accordance with the general plan, to achieve the strategic goals of the ministry/department.
2. Account for work performance and ensure transparency in the relevant department in accordance with the applicable laws of the country.
3. Transfer professional skills to the affected employees by organizing workshops, seminars and workflow training.
4. Identify and propose budget requirements based on the annual work plan of the relevant department.
5. Achieve the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant work area.
6. Provide monthly, quarterly, annual and, when necessary, reports on the activities and achievements of the relevant department, in order to inform the leadership of the department.
7. Perform other duties assigned by the competent authorities in accordance with the laws, regulations and goals of the relevant ministry/department.
8. Preparing the monthly, quarterly and annual work plan of the relevant department in accordance with the general plan of the department, in order to achieve the goals set by the department.
9. Overseeing the implementation of the goals and programs of the General Directorate of Cadastre and Minerals Regulation in accordance with the strategic plan of the Ministry.
10. Submitting monthly, quarterly, annual and, when necessary, reports on the activities and achievements of the relevant department, in order to inform the leadership of the Ministry/Department.
11. Performing other duties assigned by the competent authorities in accordance with the laws, regulations and goals of the relevant Ministry/Department.
12. Developing and transferring professional skills through workshops, seminars and work-flow training
Field of study:
Having at least a bachelor's degree in one of the following fields: Geology and Minerals, Mining Contract Management, Project Management from national and international institutions.
Work experience:
1. Work experience related to the position title: At least five years for a bachelor's degree, Four years for a Master's degree and three years for a doctorate.
Required Skills:
1. Fluency in one of the official languages (Pashto/Dari) and familiarity with English.
2. Computer skills in job-related programs.
3. Technical knowledge and skills in managing relevant departments.
4. Ability to write and communicate in professional areas.
