HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Summary:
The MIS Officer is responsible for managing and maintaining the hospital’s Management Information System (MIS), ensuring accurate data entry, secure storage, and timely reporting. This role supports clinical and administrative decision-making through data analysis, system optimization, and compliance with data protection standards, particularly in the context of mental health care.

Key Responsibilities:

• Develop, maintain, and update MIS databases and reporting tools.
• Collect, process, and analyse data related to patient care, staffing, admissions, discharges, and mental health programs.
• Ensure data accuracy, confidentiality, and compliance with health information regulations (e.g., MopH).
• Generate regular reports for hospital management, funding agencies, and regulatory bodies.
• Collaborate with clinical and administrative teams to improve data workflows and reporting efficiency.
• Provide training and support to hospital staff on MIS tools and processes.
• Troubleshoot system issues and liaise with IT support vendors as needed.
• Participate in audits, monitoring, and evaluation activities.

• Bachelor’s degree in Information Technology, Computer Science, Health Informatics, or related field.
• Minimum 2–3 years of experience in MIS or data management, preferably in a healthcare or mental health setting.
• Proficiency in MS Office, database systems, and statistical/reporting tools.
• Strong understanding of healthcare data standards and confidentiality protocols.
• Excellent analytical, problem-solving, and communication skills.
