Position Title: Social and Behavior Change (SBC) Officer
Project Title: Health, WASH and Protection (HWP) Interventions
Duty Station: Herat Province

Duration: 12 months (with possibility of extension)

Reports to: Provincial Coordinator (Herat)
Department: Program Implementation
1. Organizational Background
AEHDA is a national non-profit organization committed to delivering quality humanitarian and development services in Health, WASH, Protection, and Education sectors across Afghanistan. In partnership with World Vision International (WVI), AEHDA is implementing a multi-sectoral humanitarian response in Herat province targeting vulnerable populations with integrated services.
2. Purpose of the Position
The Social and Behavior Change (SBC) Officer will be responsible for planning, implementing, monitoring, and supporting community outreach activities to promote positive health, WASH, and protection behaviors. The role ensures evidence-based SBC strategies are applied to increase community awareness and participation, contributing to the effectiveness and sustainability of the project.

6. Reporting and Supervision
The SBC Officer will report directly to the Provincial Coordinator and will collaborate closely with Health, WASH, and Protection Officers, as well as M&E and Admin teams.
7. PSEA and Code of Conduct
AEHDA maintains a strict zero-tolerance policy for sexual exploitation and abuse (SEA), fraud, and corruption. The SBC Officer is expected to comply with AEHDA’s PSEA policies, safeguarding protocols, and code of conduct at all times.

9. Security Considerations
The incumbent must adhere to AEHDA’s security and movement protocols and remain responsive to risk updates and safety advisories shared by the security focal person or provincial team.
10. Interdiction Clause
Engagement in any form of sexual exploitation, abuse, fraud, corruption, or violation of AEHDA’s code of conduct will result in immediate termination of contract and possible legal consequences.
